Who can provide information on the planes that the U.N. use? Do they own them, lease them, how many are there, what types, numbers, bases etc?

The UN doesn’t own any aircraft itself. Instead it charters aircraft based on specific needs for various fixed periods of time.
I’m not sure on the exact tender process, but it will be on the UN site somewhere!
There is no easy way of knowing how many or of what type are in use at any one time, in fact the UN themselves probably don’t even know. This is because the aircraft range from big fat IL76s that are operated by some of the bigger missions for years on end, scaling right down to a 5 day secondment of a Cessna Caravan in Ethiopia.
The UN are especially large users of Russian built aircraft (built like brick outhouses, so perfect for the type of work they are used for) but also other obvious types like Caravans and Dash 8/7/6s.
As for bases, again, take a quick look at where the UN are operating these days and you’ll have a good idea of where the aircraft are. East Timor, Congo, Sierra Leone etc.
