USA to buy arms from Russia

I just read a very interesting and surprising article on CNN. Bush is proposing buying military arms and giving them aid in an effort to soften their opposition to the ABM treaty and missle defense. They mentioned the possibility of buying the S-300 system and helping the russians improve their early detection systems. What is everyones opinions on this. If te russians agree to this I think this would be one of the smartest things Bush ( or any president ) has done. The Russians surface to air missle technology is impresive to say the least.
