VTOL Aircrafts: Can they be an alternative for helicopters in certain scenarios.

In any emergency/natural-disaster situation (e.g. earthquake etc) helicopters are a graet asset because of their capability for vertical landing/take-off. However they are also highly accident prone in bad weather especially in heavy winds. Is it possible to build a VTOL aircarft with load carrying capacity to that of a helicopter (regradless of price, the primary concern being safety).
