No disrespect to exmpa but I am pretty certain what Rocketeer has is more like this http://www.laser-measure.co.uk/leica-disto/leica-runner-20-24.html.
What exmpa describes is an instrument which measurers a vertical height, the telescope not only rotates in the horizontal plane by 360* but also in the vertical plane.
As always Wikipedia is your friend http://en.wikipedia.org/wiki/Dumpy_level

It’s a Watts Datum Compass used for compass calibration (swinging). The current version is a bit smaller.

It appears to be a piece of survey equipment called a ‘dumpy level’.
Used to read the height of the ground by looking through the telescope at a measuring rod or staff, turning the telescope around to view another peice of ground and reading again, then use a bit of maths and you can work out a constance height or ‘level’ over a whole building site. It should be mounted on a large wooden tripod and once adjusted using the three brass turn screws, will be perfectly level and turn through 360*. Can not for the life of me remember why they are called “dumpy” they just are, what is the Vulcan connection ? They used to be a closely guarded, prized, and expensive peice of site equipment, today you can do the same job with a lazer thingy bought from BnQ for about £20.
