What If Scenario: Iraq AF 1991 was up to Israeli standards

As we all know the Iraqi AF performed pathetically in Persian Gulf War of 1991.

Not only was it annihilated by the US, it had performed poorly against much smaller Kuwaiti forces in the initial invasion. It had also performed relatively poorly in 1980-88 against an Iranian force under heavy sanctions.

The Iraqi Air Force had never developed proper command and control, proper training regimes or good coordination with the army. It was also heavily suppressed by various secret police agencies and Saddam Hussein had to approve every major operation (much like Hitler).

Now let’s assume that the Iraqis were up to the standard of Israelis.

This means not only excellent pilot training, but good command and control, good planning capability and an emphasis on proactive engagement.

Would the US have engaged such a force?

Could the Iraqis have destroyed/delayed Allied ability to wage an offensive by launching a pre-emptive attack on Arab airfields used by Allies?
