What if : USSR vs Japan 1991 Air/sea battles

With USSR’s armed forces in disarry after the August 1991 coup the japs invade Kuril Islands to “liberate ” them

Big Questions about this scenario
-Do the Japanease airforce and navy have the offensive capability to pull it off

-What is the best strategy for the Japs to attack the USSR armed forces in the theater
what would be the role of JSDAF and Jap Navy in defeating the soviet airforces

Indeed but what do you think of the soviet naval aviation ? they have more than 100 backfires/bears/blinders in the pacific fleet + frontal aviation Su-24s ( 100 or so) but the soviets lack a good fighter to provide long range escort to them. The SU-27 is barely functional in 1991 and untested in combat, according to Yefim Gordon soviets have 150 or so flankers in the whole of Far east.Otherwise they might have to rely on Mig-25/31 who are barely suitable for this role. However it will be interesting to see any JSDAF F-15 vs Mig-31 clashes, remember is pre-AIM-120 era and both fighters are using SARH AAMs.How do you think such engagements will end ? I think both MiGs and F-15s will be good in avoiding each other, there will be few if any “kills”

Do the JSDAF have the PGMs do execute such a strike ? if they use dumb bombs then the russian defenders might take a heavy toll on the attackers. What kind of offensive weapons can the jap destroyers/frigates carry ? As far as I know they were limited to harpoons and had no cruise missiles.
Another interesting feature ( and may I request expert opinion on as well ) is ASW.The Soviet pacific has a huge submarine fleet > 50 ( not counting the strategic subs) and Jap navy has nearly 100 P-3 and neptunes.
