What was the BoB Memorial Flying Scholarship?

Hi all

Recently we were donated a framed group of medals which got us all excited (DFC, AFC, BoB clasp etc) until I opened the frame and found they were all copies 🙁

There was photos of the guy they were awarded to – I was suspect from the outset as I could not locate his name in the archives. Anyway, when zooming in on his award (see pic) it says awarded for His Significant Contribution for the Ensuring the Successful Launch of the Battle of Britain Memorial Flying Scholarship 11 Sept 1999.

I have not been able to find reference to this scholarship – is it now known by another name? Be curious to know
