Why delay the decision on Leuchars & Lossiemouth closures?

Being an old cynic, I have my own opinions as to why the Tories have announced that the decision on the futures of both RAF Leuchars and RAF Lossiemouth will be revealed after the Scottish elections on 5th May.
To me, it is nothing short of them trying to hold the Scottish votes to ransom – if we vote SNP, we’ll lose the bases. They know full well that if they announce the decision before the elections, there would be an even bigger backlash against them here, probably resulting in a landslide win for the SNP.
I wondered if others could come up with any mitigating theories for these Tory tactics…
