Why doesn't Iran operate Flankers?

One of the bigest doubts that hounts these day is why Iran having all the requirements and caracteristics of a Flanker user nation doesn’t use thie plane?

a)They do have a large airforce
b) they’re “located in a violent neighborhood”
c) Their most vocal oponent has over 100.000 troops and enough modern combat aircraft parked right next door
d)They have plenty o money to make the capital investment needed
e) Their sworn enemy has very powerful and modern us-built fighter fleet
f) They already operate a good number of russian aircraft
g) Their aircraft industry is light-years away of being able to manufacture something in the same league as the Flanker.

Then Why NOT the Flanker?
