Why the Vulcan?

Dont get me wrong i want to see XH558 fly as much as any one, it will be great to see her flying again if all goes to plan, but at 5.5 million so far wouldnt the money been better divided in trying to get the lightnings flying at brutingthorpe or may be the buccaneers. Am i missing some kind of info that means the vulcan can fly and not the fast smaller jets, is there something in the civil avation authority that wont let them fly? would the insurance be more on a Mach 2 jet than the vulcan? this is not a vulcan bashing post just wondered why other post war jets have been left grounded when so much money has been spent on XH558
