will JSF enable low cost carriers?

Since the JSF is both a potent fighter/attack jet capable of vertacle takeoff and landing. Wont this enable nations using it to build low cost carriers that could carry a large number of these? These carriers would be like small diesel driven container ships that would not only make catapalts and landing strips unnessesary, but even elevators are unneeded as they can just roll out the hanger deck to an open area in back (or front) of the ship. Even destroyers could carry a couple of JSFs to give light fighter extensability.
