Will North America be impenetrable to ICBM strikes by 2020?

Question: With the advancement of the YAL-1A ABL aircraft, ground-based lasers, the obvious new ventures into space warfare beacause of the Chinese prompted space race and the advancement of railgun technology, will North America be impenetrable to ICBM strikes by 2020/25 when these technologies will be implemented into our operational defense forces? With a fleet of ABL aircraft, kilsats, railgun sats and ships and ground based lasers placed all over the U.S., I would like to think so, but I would like to hear some experts opinions on this matter…
