Wing-waggling : What does it mean?

I’ve heard about this behavior some fighter jets do after they make contact with a suspected hostile but i’m not sure what it means ie Suppose your in a cessna and a pair of f-16s suddenly formate on your starboard side and both of them start rolling their wings up and down ala Waggling their wings at you . What does that usually mean?
