They are not working on a phd or a science project they are engineers who get paid real money to develop solutions for the armed forces, if they do not achieve what they need to within the set time frames they are failures, or if they have a suspicion that they can’t then they should not take those projects on. They are having a real term effect on the security of the country they work for.

@Witcha : In view of your constant criticism of GTRE, i would like to remind you that there are NOT many countries who manufacture JET Engines !
If throwing loads of monies was all it took, every country in this world would be churning out engines !for GTRE to have come up with Kaveri which meets about ~90 % of LCAs requirement is itself a feat, coming from a country where we dont even have indigenous manufacturing of automotive engines !

Anyways as for the rest of the reply, you cant keep saying for 10-20 years “oh but look sir it nearly works we have achieved 70% performance”… At some point you have to be realistic.. If the team is not delivering change the team or change the people who give the directions..
Mind you no point in just throwing a grenade into the pot without suggesting a solution.
So here is a solution, why not set up a JV with Eurojet or RR to develope a jet turbine, start with a new fresh team.. shut GTRE down (in terms of people atleast) and let them reply for jobs and vet them… If they are deemed good enough hire them otherwise re locate them…
But far as I know apart from the later part they have decided to go into a JV with someone finally..
Is there any chance that India could stick a Brahmos missile onto the end of Agni I and use it as a long range LACM?
Also will the hypersonic version of the missile be limited to below 300km as well?
I guess it must really add something to increase the speed over such a short range…
Witcha Well, wasn’t one of the main objectives of Dhruv to develop the Indian aerospace industry? The purpose of buying a domestic product is defeated if we are still dependent on imports for most of it.
Obviously it’d be more expensive to build everything locally without any prior infrastructure. But without developing such infrastructure it’ll remain that way forever.
What would you have HAL do? Spend 30 years developing raw materials that are available on the market now? Why would you want to start competing against the likes of Hexcel, Cytec, Toho Tenex, Henkel, ACG to name a few. That part of the CAG report shows their over zealous nature in doing their “jobs” correctly and achieving their PDP targets (which ever they may be).. This is a very positive thing. But it should be incumbant upon the reader of the reports to bring some balance and understanding.
There is one thing, what happens to all of these reports? Does anyone start charging (criminal or civil charges) people involved or are these reports just confined to the anal of history?
quadbike The problem is HAL have to work in a specific time frame or risk losing orders altogether. This is why they use a high level of foreign content, if the GOI is so insistent on making everything indigenous then they must also insist the Armed forces to buy slightly inferior domestic product and give it time to mature.
You cannot have it both ways. The current strategy is better in the short term but not in the long term.
India to really move at a fast pace needs to start getting public-private partnerships and start funding companies like TAAL to move beyond build to print small or leisure aircraft manufacture.
Problem for the MOD is that the armed service have again and again shown their lack of faith in the ability of the DRDO and HAL to provide items on time. Unfortunately DRDO and HAL more often than not have proved them correct.
Abhimanyu History tells us that proper helicopters were introduced in the 1930s. MFDs were invented many decades later.
So the CAG should be happy that HAL got the chopper right. After all, it has rescued many soldiers at Siachen, it has flown better and higher than many foreign choppers of its class, and it comprises the Sarang acrobatic team (one of the only 3 globally).
Now the Ecuadorian CAG is definitely happy with the Dhruv. A Dhruv conducted a daring sea rescue operation there. When the very same unit crashed, the pilots walked away safely.
So……
Very inspiring counterpoint but you have to remember that the whole job of CAG is to criticise and bring to book the “wrong doers” as they see it.. CAG is doing a good job but it needs to be followed up properly.
Also what you can not argue against is the fact that the ALH does not really have many foreign customers and large number of orders.. Even with the flying display team which frankly does an amazing flight display.
HAL Defends Dhruv Helicopter Following Critical Report

BENGALURU, IndiaIndia’s Hindustan Aeronautics Ltd. (HAL) is coming to the defense of its flagship rotary-wing aircraft, the Dhruv Advanced Light Helicopter (ALH), following a critical report from India’s Comptroller and Auditor General (CAG).
A senior HAL official, part of the Dhruv project for more than two decades, says that it is “extremely unfair” to write off the Dhruv, which according to him is the best in its class (5.5 tons).
The CAG report, tabled in the Indian Parliament, minced no words on the Dhruv project, taking HAL to task for not working hard enough to line up indigenous suppliers, while calling the aircraft overweight and criticizing its Shakti engine — a joint development with France’s Turbomeca (Aerospace DAILY, Aug. 9).
“When off-the-shelf engines did not meet the [requirements] of the Indian armed forces, we decided to go for the Shakti engine,” the HAL official responds. “No Indian company has the wherewithal to manufacture such high-performance engines. The requirement to land at 20,000 ft. with a 200-km. [440-lb.] payload is something no helicopter in the world met until Dhruv with Shakti engine came in. The services also need to temper their requirements based on reach of available technology and expertise.”
On the CAG observation that “about 90% of the value of material used in ALH is procured from foreign suppliers,” the official says: “The raw material for the composite components, now being made in HAL, is produced by only a handful of companies in the world. Now, the steps are being taken to produce the raw material in India.
“HAL also has a Composite Manufacturing Division [CMD],” the official adds. “If not, we would have been paying heavily for the labor cost [which now is indigenous]. Requirement of the composite material was part of stringent QRs [qualitative requirements] for payload and crashworthiness, along with low maintenance cost requirements put forth by the services.”
Calling the avionics suite onboard ALH “the best in the world,” the official says that the Dhruv autopilot beats the most modern helicopters currently flying. “The navigation system was specially designed,” he says. “The basic industrial infrastructure in India cannot produce them or produce them at a competitive price. In case an industry was to start production, then the Dhruv would have been prohibitively costly. The software for all major avionics parts have been written in India by Indians, employed by foreign companies.”

India Discussing Offsets With Fighter Bidders

NEW DELHIFollowing the Indian air force’s flight evaluation of six Medium Multi-Role Combat Aircraft (MMRCA) candidates, the Indian government is now considering technical offset proposals and beginning discussions with the prospective vendors.
The Lockheed Martin F-16IN, Boeing F/A-18, Dassault Rafale, EADS Eurofighter Typhoon, Saab Gripen and Russian MiG-35 are in the running for the 126-aircraft program.
A European contender was invited to the Indian air force’s head office on Aug. 20 to discuss the flight evaluation and has been invited to the defense ministry to present its offset proposal. The vendor’s team includes all partners associated with the bid, including the airframe manufacturer, weapons suppliers, avionics and engine makers.
The second part of the proposal — commercial offsets — is expected to be opened by April 2011.

Is there any militarised P68’s around in the world? I was wondering if there is a chance of having a up-armoured gunned P68’s for doing law enforcement and home land security type work. Indias own version of the OV-10 bronco.

Putting “ports near Vietnam” in the same sentence as “ports near Gwador”, which refers to the Pakistani Naval facilities, sure looked like you were placing Vietnam in the same category as Pakistan… an enemy of India they might one day need to conduct operations against.
As for my comments about Myanmar… while it is true that India has been working to improve relations there, there are still security concerns as regards a possible Myanmar-Bangladesh clash, the possibility of which was in the news and of concern earlier this year.
As India is a supporter and protector of Bangladesh, they might be forced to undertake operations against Myanmar even while trying to improve relations in order to have greater influence over Myanmar’s actions towards Bangladesh.

had not realised there was an issue between Bandladesh and Myanmar, do not believe India would interfere other than to get a truce in this though as both are key to its security.
Thanks for that info, from the bumpf put out about the Mig-35 OLS system it seems to be leagues ahead of other systems. Or is that because they were planning to put the IF sensors not only on the nose but also on or near the wing tips?
Anyways sounds like a good idea to have 360 coverege with IR sensors can the single FLIR give an idea about aircraft range? I would have thought two sensors would be needed to perform some form of triangulation.
Stealth has been considered at the inception of two major eurocanards and the design and project team settled on a compromise they thought most optimal for their requirements and situation.
I guess if they can gain on stealth without loosing the balance they had looked for earlier or the requirements for two aircraft has suddenly changed do not see what stealthification could add.

Any news about what exactly will go into the Mig 29 upgrade? is there any news saying if it will take on some of the technologies developed for the mig 35? Would be good to see the new engines in the IAF along with the OLS. Do not care for the thrust vectoring nozels but it would be a shame if the Mig 29s could not get a decent new radar and sensor suite making it into a smaller 30MKI
Report seems to be badly written and confusing, apart from increasing the word cound (do reporters/journalists still get paid by the word?) do not see the reason of putting in the blurb about the MMRCA in the middle of the text about the Su-30 price comparison to the F-35.
If the Deep upgraded Su-30 is the one mentioned earlier in the report with the $102 million bill then surely the french avionics and AESA would account for that extra cost? Also nothing mentioning the structural reinforcement or engine upgrade we have all been reading on this thread. Does that mean the Super 30s will not get any of that? are the 40 aircraft not the super 30s?
also he mentions price for the F-35 but does not try to tackle when india would realistically be able to get its hands on a f-35 if it did order it and what strings would be attached to it.
I would be more in mind of some island groups named Andaman & Nicobar, and their proximity to places like Hainggyi, Coco*, Mergui, and Zadetkyi Kyun.
And the proximity of Bangladesh and the coasts of Orissa & Bengal to Akyab,and Khaukphyu.
I really think that Mayanmar is much more on India‘s mind than Vietnam**… especially with the increasing political closeness of Vietnam and the USA these days!

Maybe you have mis understood what i was hinting at, Vietnam is and has been an Ally of Indias in a loose sense for some time. and India wants to be friends with Rangoon so no problems there really.
Maybe i have miscontrued what you are saying, could you elucidate a bit?
1) I don’t see what advantage the speed is going to give. The days of fast boats being able to outrun warships ended when helicopters started flying off decks.
2) Persistence? Yes – but a larger number of cheaper ships, or a larger ship with greater range, endurance & firepower for the same price, could provide better persistence.
3) Sustained firepower? From a lightly built vessel with a 57mm gun?
4) India can’t do anything about ports near Vietnam. India warships would have to pass through the territorial waters of Indonesia or Malaysia & Singapore to get there.

4) Fair point and going into poilitically unreliable waters which at best are madness to try and predict.. so point taken.. However I do believe a lot of the nations around the south china see have an issue with the ports close to vietnam.
3) The base LCS does have a 57mm gun fair point but no one has yet said that it should be limited to such fire power infact both companies building for the LCS contract always say that the ships can be modularised with what ever is required. some Klub K’s would be handy or a naval/indian version of the ATACM system for instance. Would those ranges not be enough? but yes we are dealing with fantasy and until it helps you would be correct to say that the current armament is not good for anything of the sort i am thinking of..
2) I shall avoid this point because it is hard to have facts, however i will mention that the current prices quoted are for the two prototypes and I might have missed it to be honest but i do not think i have seen any prices for the production batch.. Also must depend on the modules bought.

Yes it would be vulnerable to helicopter attack if the ships location etc are found out. it would be a risky mission but if 1971 is anything to learn from a usefull mission.
Nothing to stop you sending in a LCS with anti air module along with one for anti land module to cover your bases. Also once the LCS has done what is needed nothing stopping you from sending in a more robust ship as re-placement.
