SWORN INVESTIGATION ON THE CONDITIONS, CIRCUMSTANCES AND RESPONSIBILITIES OF INVOLVED AUTHORITIES IN REGARD WITH THE CHINOOK ACCIDENT
The Hellenic National Defense Staff announces that the sworn investigation on the conditions, circumstances and responsibilities of involved authorities in regard with the CHINOOK accident in northern Aegean, on 11 September 2004, was concluded and submitted to the Minister of National Defense, on 05 October 2004.
The conclusion of this investigation blames the authorities involved, for not duly and timely informing the appropriate services and the chain of command, and coordinating personnel and rescue means, in compliance with current procedures, orders and flying regulations, governing specific military flights.
Main responsibility is put on a chain of services and bodies, whose duty was to monitor and report the specific flight, and inform duly and timely the National Operations Center at the Hellenic National Defense General Staff and the Chain of Command, as appropriate. These bodies are, the 1st Area Traffic Center at Chortiatis, the National Air Traffic Control Center at Larissa, the 4th Army Aviation Battalion at Megara, the 1st Army Aviation Brigade at Stefanoviki, the Rapid Reaction and Reserve Forces Corps in Veria, and finally the Hellenic Army Operations Center.
The General Staffs involved will take into consideration the facts and will attribute the responsibility to the appropriate personnel, taking the relevant disciplinary action, as provided by legislation, military regulations and orders.

Chief of the Hellenic Air Force General Staff
Lieutenant General (Hellenic Air Force) Georgios Avlonitis was born in Athens Greece, on Jan 24 in 1950. He entered the “Icarus” Academy, Air Force Academy, in 1969 and graduated in 1973 as 2nd Lieutenant flying officer.
Lt. Gen. Georgios Avlonitis has commanded at squadron and wing levels and served in staff assignments at the major command level and in NATO. His recent assignments include a tour in the NATO HQ/IMS, in the Air Force and the Hellenic National Defence General Staff “HNDGS” as well as Director of C’ and E’ Branches at the HNDGS.
He has served as Air Force Air Training Commander. Lt. Gen. Georgios Avlonitis has flown a grand total of approximately 5000 hours principally in fighter and trainer aircraft.

Questions over delay in crash briefing persist
As the opposition yesterday accused the government of staging a cover-up regarding when top officials learned about Saturday’s crash, which was reported with a delay of over two-and-a-half hours, the outgoing air force chief sacked for that delay claimed he was not the sole person to blame.
Although the helicopter carrying Petros, Patriarch of Alexandria, and his retinue to Mount Athos was due to have landed at 11 a.m., for long afterward military officials apparently believed that all was well. The search-and-rescue operation only started at 1.45 p.m., while Defense Minister Spilios Spiliotopoulos claims to have been briefed at 2.15 p.m. — some 25 minutes later than Health Minister Nikitas Kaklamanis says he was informed.
Lieutenant-General Panayiotis Papanikolaou was sacked from his position as head of the air force general staff over the delay air force radar operators showed in establishing that the helicopter was missing, and conveying that intelligence.
While handing over to his successor yesterday, the outgoing air force chief said he could not be held responsible for matters concerning the maintenance and personnel of the army’s helicopters, adding that he was not the only person responsible for the delay in relaying the news of the crash.
“I will be justified in the end,” he said. Yesterday, PASOK main opposition party spokesman Spyros Vougias claimed there was something distinctly fishy about the times government officials — most of who were in Thessaloniki for the prime minister’s keynote speech on the economy at the annual trade fair — claim to have been told about the crash.
“There is an effort under way to cover up the true time when senior government officials were briefed… and the prime minister has a heavy political responsibility to provide a plausible answer,” Vougias told a press conference. “How can the rescue effort have started an hour before the responsible minister and the prime minister were briefed?” PASOK has called for Spiliotopoulos’s dismissal.
Sources told Kathimerini yesterday that a preliminary report to Spiliotopoulos by the head of the joint chiefs of staff does not bear out the government’s version of events. The minister is believed to have sent back the report for revision.

New air force chief announced
The high-ranking Government Council for Foreign Affairs and Defence (KYSEA) on Monday announced the new Hellenic Air Force chief of staff, with Major-Gen. Georgios Avlonitis promoted to the post.
Avlonitis replaces Lt.-Gen. Panayiotis Papanikolaou, who resigned over the weekend in the wake of a military helicopter crash in northern Greece that left 17 people dead, including the Patriarch of Alexandria and All Africa Petros.
Prime Minister Costas Karamanlis chaired Monday’s session of KYSEA.
The new air force chief was previously the commander of aviation training.
With the promotion of Maj.-Gen. Avlonitis, three high-ranking air force officers ahead of him in terms of hierarchy and seniority will go into retirement.
Asked about the helicopter accident, Defence Minister Spilios Spiliotopoulos merely noted that every possible scenario is being investigated.
A top air force council will be appointed to determine the next round of officers’ promotions.
