    India gets 4 Russian carrier-based fighters

    Russia’s Mikoyan warplanes manufacturer has delivered to India the first bulk of its MiG-29K carrier-based fighters, its press office reported Saturday.
    The shipment was made under the contract signed by the Russian arms maker with India’s defense ministry in March 2010.

    Mikoyan will deliver a total of 29 fighter jets in addition to 16 MiGs that joined the Indian air fleet in 2009-2011.

    Total is still 270 birds right?

    So much for those reports saying the cost would be over 100 million a bird.

    Yeah, but this figure might be minus the engines which is covered under a separate contract. The HAL made unit costs in the vicinity of $60 mil and as per media reports, the flyaway cost of Irkut made machine is lower than what is being delivered by HAL.

    HAL has signed contract for 42 Sukhois at roughly $40Mil each. I guess Su-30 upgrade will happen pretty late.

    December 24, 2012: Hindustan Aeronautics Limited (HAL) has signed a contract for 42 numbers of Su-30 MKI frontline Fighter Aircraft with the Ministry of Defence and Russian firm Rosoboronexport in New Delhi. “HAL’s total responsibility for this supersonic multi-role aircraft has now gone up to 222. This will further boost our confidence and operations as we have already delivered 119 Su-30 aircraft to the Air Force. We will continue to contribute to the country’s defence preparedness,” says Dr R.K. Tyagi, Chairman, HAL. The deal was inked by Dr Tyagi on behalf of HAL with the Ministry of Defence. S. Subramanyan, Managing Director of HAL’s MiG Complex signed the contract with A.A. Mikheev, Deputy General Director of Rosobornexport.
    “One hundred fifty seven Indian vendors are involved in providing 13,350 components of the aircraft while another 19,450 components are manufactured at HAL’s Nasik and Koraput Divisions,” adds Tyagi.

    Not exactly IAF related but an Indian firm has tied up with Russian Helicopters to produce Mil and Kamov helicopters in India, starting with Ka-226.

    Russian Helicopters holding and India’s Elcom Systems Pvt Limited have signed an agreement to set up a joint venture to assemble Russian Mil and Kamov helicopters in India, the Russian holding said on Wednesday.
    The agreement was signed during Russian President Vladimir Putin’s recent visit to India, press secretary Roman Kirillov said.
    He offered no timeframe for the joint venture, only saying the first helicopter it will start manufacturing will be the Ka-226T multirole helicopter.

    The launch platform might have been a Su-30Mki as hinted in earlier reports.

    More information about the test in a report by Y.Mallikarjun for The Hindu. The test was another one of the ground launches to verify midcourse guidance and not an air launch which people were hoping for. Another test is planned for today with an actual target by using the seeker of the missile.

    Astra missile test-fired successfully

    As part of its developmental trials, Beyond Visual Range Air-to-Air Missile (BVRAAM), Astra was successfully launched from Chandipur, Odisha, on Friday to validate its reconfigured propulsion, control and guidance systems.

    The launch was carried out against an electronic target, although Pilotless Target Aircraft Lakshya was used to check the effectiveness of systems such as the ground radar.

    Defence Research and Development Organisation (DRDO) scientists said Friday’s trial was only a rehearsal.

    Second test

    The missile would be test-fired again on Saturday with an actual seeker to intercept Lakshya.

    In Friday’s mission, Astra was guided towards the electronic target in a ground-to-air launch.

    The altitude of engagement was 4 km and all the parameters were validated, the scientists said.

    The missile was also tested for midcourse guidance against an electronic target.

    Designed to intercept and destroy enemy aircraft at supersonic speeds (1.2 to 1.4 Mach) in head-on and tail-chase modes, the missile uses solid propellant and can carry a conventional warhead weighing 15 kg.

    The 3.8-metre long Astra is the smallest of the missiles developed by DRDO.

    Different altitudes

    It can be launched from different altitudes and cover 110 km when fired from an altitude of 15 km, reach 44 km when launched from an altitude of eight km, and 21 km when launched from the sea-level.

    After completion of all developmental trials, Astra will be eventually integrated with combat fighter aircraft Sukhoi-30, MIG-29 and the Light Combat Aircraft.

    India successfully test fires Astra interceptor missile
    Bhubaneswar, Dec 21, 2012 (IANS)

    India Friday successfully test fired its indigenously developed Astra air-to-air interceptor missile from a defence base in Odisha, official said.

    The beyond-visual-range missile was tested from the Integrated Test Range (ITR) at Chandipur, about 230 kms from here.

    “The mission was successful. Today the missile was tested from land” ITR director M.V.K.V. Prasad told IANS.

    Prasad said it was a development trial of the missile and the target was an unmanned aerial vehicle which was flown from the same base few minutes before the launch of the missile.

    Astra is envisaged to intercept and destroy enemy aircraft at supersonic speeds in the head-on mode at a range of 80 km and in tail-chase mode at 20 km.

    The Astra test comes a day after the Indian armed forces successfully test-fired medium range indigenously developed Prithvi-II nuclear-capable surface-to-surface ballistic missile from the same test range.

    Both the Astra and Prithvi missiles have been flight-tested a number of times from the same test range in the past.

    Russian Helicopters delivers latest consignment of Mi-17B-5s to India

    December 19, 2012: Russian Helicopters has delivered another consignment of Mi-17B-5 helicopters to India as part of a contract signed by Rosoboronexport and India’s Ministry of Defence in 2008. The helicopters were built by Kazan Helicopter Plant, a Russian Helicopters company. The final delivery under the contract is scheduled for 2013.

    The Mi-8/17 series of helicopters is one of the symbols of Russia’s aviation industry. The latest models combine advanced technologies with the years of operational experience accumulated by their predecessors. These advanced helicopters, the best in their class, are equipped with the latest navigational and onboard systems, and maintain the high levels of reliability, simplicity and ease of operation that generations of operators have come to expect. They can fly a wide range of missions in conditions ranging from tropical and maritime climates to high-altitude and desert environments.

    The Mi-17B-5 has been built to the requirements of the Indian Ministry of Defence. It is one of the most advanced helicopters on the global marketplace, as well as in the Indian Armed Forces.

    The helicopters are equipped with new VK-2500 engines that have an electronic control system and deliver enhanced power performance, which is particularly important in hot climates and at high altitudes.     BAe has consistently said that it has supplied all the spares ordered & paid for, on time.

    IIRC one report referred to a delivery schedule which had not been adhered to. BAe’s response was that the schedule was linked to a payments schedule, & that BAe had supplied all spares paid for, according to the agreement.

    One of the Wikileaks emails referred to something BAe had not made public: India didn’t order enough spares initially, & HAL started taking parts out of the kits of parts delivered for assembly, without tracking them. When BAe staff discovered this & protested, they were ordered out of the factory. This was before HAL started blaming late delivery of Hawks on BAe not delivering the right kit.

    India needs to sort out its bureaucrats, & HAL.

    BAE actually got fined (regardless of what they maintain). It may be possible that you and I are referring to different incidents, but this is what the defence minister reported to the parliament:-

    The Hawk MK-132 Advanced Jet Trainer (AJT) was inducted into the IAF in 2008 as a fighter trainer with the aim to replace the Kiran MK-II/MiG-21 route of training. Keeping in view the delay in delivery of Hawk by HAL due to receipt of defective components, jigs and fixtures from the foreign manufacturer on whom liquidated damages were levied, the original training plan by Hawk for 2010-2011 has been modified and pilots of the Indian Air Force (IAF) are being trained on the MiG-21 aircraft. Induction of aircraft for training in the Indian Air Force is a continuous process.

    This information was given by Defence Minister Shri AK Antony in a written reply to Shri KJSP Reddy in Lok Sabha today.

    Indian Army to Deploy Armed Helos with Rudra Ready for Induction

    The Indian Army is preparing to induct and deploy armed helicopters in its key formations facing Pakistan and China, with the indigenously developed ‘Rudra’ choppers being readied for Initial Operational Clearance (IOC) by this month end.

    According to sources, the Rudra, a Weapon System Integrated version of the indigenous Dhruv Advanced Light Helicopters, is expected to obtain the IOC from the Bangalore-based Centre for Military Airworthiness and Certification (CEMILAC) by this month end, providing a boost to the Indian defence industry.

    The Indian public sector plane manufacturer, Hindustan Aeronautics Limited, is preparing the Rudra for the IOC and will be responsible for the certification.

    The Indian Army is hoping to raise the first squadron of the Rudra by March 2013 and deploy it with one of the three strike corps — the Mathura-based 1 Corps, Ambala-based 2 Corps and Bhopal-based 21 Corps. The army has already ordered for 60 Rudra to raise six squadrons of 10 helicopters each.

    The final aim is to provide each of its 13 Corps (3 strike and 10 pivot) with at least one squadron of the armed helicopters, sources said here.

    US-made Apache choppers will be for the IAF: N A K Browne

    22 Apache helicopters, which are in process of being acquired from the US, will be for the IAF, Air Force chief N A K Browne said today.

    “The Apaches are going to be with us only as it is an ongoing acquisition process,” Air Chief Marshal Browne told PTI here on the sidelines of a 1971 Indo-Pak war anniversary function.

    The Defence Ministry had recently allowed the Army to have combat choppers and said that all future acquisitions will be for it.

    “The government has decided to let the Army to have its own heavy duty attack helicopters.

    “The decision to vest the future inductions of attack helicopters with the Army has been taken keeping in view the operational requirements in the field,” Defence Minister A K Antony had told Parliament.

    He had also said that the IAF was procuring 22 AH-64D Block-III Apache helicopters from Boeing Company of USA.

    Browne said the Apaches are not just for taking out enemy tanks or for air-to-ground operations but they can be used for multiple tasks such as taking out enemy radar stations and for air-to-air missions.

    The Army had said recently that it was planning to send a proposal to the Defence Ministry for seeking transfer of attack helicopters from the Air Force at the earliest.

    Sources said the Army had also suggested that the proposal would also include transfer of the Apache helicopters which are being procured.
