PS: Article states only 18 J-11B this is most probably the very 1st AL-31 powered batch. Hui Tong has identified the following J-11B series PLAAF (S/N 31x0x, 40x1x, 40x3x, 60x5x, 70x0x, 72x2x). None of the J-10, J-11B use R-73, R-27 or R-77. They use only PL-8 & PL-12. In fact only the imported or license build Russian jets can use R-73, R-27 & R-77. The J-10, JH-7A numbers seem to be off but we’ll drop that for the moment.
PPS: Off-course if you are comparing the PLAAF Vs. USAF right now then its a no contest. It not just because the 180+ F-22 or 20 B-2 and so on but the entire system which is unmatched, unparalleled compared to any other nation. Not even close. In fact the PRC is not even bothering with a Soviet Union type tit-for-tat arms race.

Pretty much what others have said,
J-20, J-31: No official data. Absolutely nothing is known about the RADAR, EW systems, EO/DAS, Any AN/ALR-94 like systems, and the list just goes on.
So right now, Rafale wins by default.
When will the J-20 enter service? Going by the F-22,
YF-22 1st flight – 1990
F-22 1st flight – 1997
F-22 IOC – 2005
Thats 15 long hard years. I don’t think well will see a fully powered (WS-15), fully capable J-20 until around 2025.
