Its hard to outdo the combined might of all US allies, economically and militarily even with worlds largest economy. Even more so when these countries can cut down their massive developmental costs with active collaboration.
US is in a race with itself. The other “allies” are more like customers of the US industries than substantive contributors. In any case they’ve been helpful for the Chinese, and likely will be even more so in the future.
The issue is, that China has some real biggies to compete with. Sure, if this double digit growth continues, China will be able to overtake US, US + Japan, maybe, US + Japan + India (only if India and Japan really screw up for the next couple of decades), US+Japan+India+EU, very unlikely. You are seriously underestimating the level of cooperation rest of the world has with each other. Almost half of the US allies pitched in to make JSF possible. If France wouldn’t have seperated from Eurofighter project, it really would have been the eurofighter. Look at NEURON ucav project. Aegis destroyer cooperation between US and Japan. Pak-Fa between India and Russia. These are just the big ticket items, cooperation extends from stealth fighters , guided munitions, takns, artillery, information systems to the smaller items like better fabrics, battlefield medical procedures, better boots and even kevlar underwear. If you look at it in a proper way, China has already lost the arms race before it even started.
This is not the Cold War where the Soviets tried to out do the West militarily. China wants to out do everyone economically, military capability will grow naturally as a result. Like the Soviets China saves money by not making risky bets on next generation concepts. Unlike them, China will have the largest economy in the world, and keeping up will be a breeze.
China doesn’t need to have the best military gadgets. It only needs to keep up with the best, that being the US. Europe, Russia, Japan, none of them are in the same league in the long run.
Thinking this in terms of an arms race is losing the game before it even started.

No the complaint was directed against the J-11B. If the dispute was centered around the J-15 the Russians would have a stronger case.
Even so, the Su-33 is just a navalized Su-27. I see no reason China can’t navalize their own J-11s. Certainly if any protected IP from the Su-33 were copied China should pay royalties for. But the Russians seem to be against China building the J-15 altogether and when China developed it anyways Russia demanded China pay not just royalties for specific IP, but a full license for the Su-33.
It seems to me the problem is not that China was unwilling to pay but that Sukhoi refused to sell China a license for the Su-33 and attempted to place restrictions on how China can upgrade it’s Flankers. Had Sukhoi offered to sell a license when China wanted to buy it, we wouldn’t have this dispute now. China would’ve been most happy to have Sukhoi’s cooperation for a carrier fighter which China had no experience with.
Between China’s general lack of regard for IP and Russian business practice of squeezing their customers for cash, it’s not clear to me which side is right. It’s seems pretty murky all the way. Which is why I eye roll everytime some one shouts China stole this or that.
Another problem is the Russian complaint itself seems rather strange. They claim that the orginal contract was to build 200 Su-27, and some of the newer J-11s did not qualify because it didn’t use original Su-27 avionics and were therefore built in breach of contract. It’s plainly rediculous to expect China to use outdated 1990s avionics for new build J-11s.
Now maybe I’m misunderstanding the Russians. But the burden of proof is on the accuser not the accusee. They need to show China has already exceeded the 200 contracted airframes, which they have not. Sukhoi also accused China of trying to export the J-11, but again we have not seen a single export order.
If it’s true that China has not exceeded the 200 contracted airframes, I really don’t see what all the hooplah is all about.

I’m agnostic on the matter. The last report I read was Aviation Week’s estimate of 102 built as of 2009. I think there is an assumption that China is Flanker Central, but that is hardly the case.

The T-50 and Flankers have such similar undercarriage the Russians should have no difficulty navalizing. Unless they just don’t plan to operate carriers in the future.
