Looks like Peru will need to respond with more than just a handful of MiG-29SMPs. Su-30MKP, perhaps? 😉 Or used Mirage-2000-5s from Qatar?
I think Peru will more likely be looking at MiG-29M or MiG-35 but I don’t know when though. With them only upgrading half of their MiG-29s and not even to full SMT standard, it doesn’t look like they have the money at the moment for new aircraft. 🙁
They’ve certainly got an efficient production line running by now! A fly-away cost of about $60 million each is pretty darned decent for something the size of the Flanker, though the MK2 is not quite the most advanced one on offer. It’s certainly competitive with even light fighters with much smaller range and payload.
More like $42 million per unit. 😉
Yemen plans to buy more MiG-29 fighters from Russia
MOSCOW, February 26 (RIA Novosti) – The president of Yemen said his country plans to buy a number of MiG-29 Fulcrum fighters and other military equipment from Russia, a newspaper reported on Thursday.
Ali Abdullah Salah, who is currently on a visit to Russia, met on Wednesday with President Dmitry Medvedev to discuss military and trade cooperation, as well as tackling piracy and terrorism.
“These [the MiG-29] are excellent aircraft. We have had them for a long time and several years ago we brought them to Russia and carried out their modernization program,” the Yemeni president said in an interview published by Russia’s Vremya Novostei newspaper.
“Suffice it to say that we are planning to acquire more of these aircraft and probably MiG-35 fighters as well. We are also in talks on the purchase of Russian helicopters and patrol boats,” he added.
About 90% of the military hardware and aircraft used by the Yemeni Armed Forces were made in the Soviet Union. Yemeni Air Force currently has 44 MiG-29SMT and MiG-29UBT fighters in service.
Yemen and Russia are currently holding talks to reach an agreement on the maintenance of military hardware, component supplies and training of Yemeni military personnel in Russia.
According to Salah, he and his Russian counterpart discussed measures to counteract terrorism and anti-piracy efforts in the Gulf of Aden. The UN said Somali pirates carried out at least 120 attacks on ships in 2008, resulting in combined ransom payouts of around $150 million.
The Yemeni leader has proposed to set up a regional anti-piracy center in the port of Aden to coordinate the international efforts in fighting sea piracy off the Somali coast.
He also said Yemen will render all necessary assistance to Russian warships involved in the current anti-piracy operation in the Gulf of Aden.
Russia has already rotated a number of combat vessels among some 20 warships from the navies of 16 countries that are operating in the area.
At present, the Admiral Vinogradov destroyer from Russia’s Pacific Fleet escorts commercial ships through the dangerous waters around the Horn of Africa.

I think it’s good that RuAF is going to get the SMT. I just hope that they buy some modern munitions with them. It kind of defeats the purpose of having an up to date multirole aircraft if you’re still using dumb bombs.
Russian Air Force to receive some 20 new combat aircraft in 2009
MOSCOW, January 20 (RIA Novosti) – The Russian Air Force will receive around 20 modernized Su-25 Frogfoot attack aircraft and new MiG-29SMT Fulcrum fighters in 2009, an Air Force spokesman said on Thursday.
“About 10 modernized Su-25 attack aircraft and over 10 MiG-29SMT fighters will be delivered to the Air Force in 2009,” Lt. Col. Vladimir Drik said.
The Su-25 Frogfoot is a single-seat, twin-engine combat aircraft developed by the Sukhoi Design Bureau to provide close air support for ground troops.
The Su-25 aircraft has been in service with the Russian Air Force for more than 25 years. In 1999, Russia adopted a program to upgrade part of its aging Su-25 fleet. The Air Force received the first six modernized Su-25SM planes in December 2006.
Russia will keep a modernized version of its Su-25 attack aircraft in service with the Air Force until 2020.
The MiG-29SMT is a recent modification of the MiG-29 multirole frontline fighter. The aircraft features a longer flight range due to the extra capacity of its integral fuel tanks and the installation of an in-flight refueling system (similar to that of the MiG-29SD), among other enhancements.
Deputy Prime Minister Sergei Ivanov, who is in charge of arms procurement, said on Wednesday that Russia’s fifth-generation fighter must be commissioned with the Air Force by 2015.

5 in fray for IAF’s $10-bn deal for 126 aircraft

The most eagerly anticipated contest for Indian Air Force’s medium multirole combat aircraft (MMRCA) requirement for at least 126 aircraft has taken off with the technical evaluation committee (TEC) in the Air Headquarters having sent evaluation report to the ministry of defence.
Now, out of six only five contenders which last year responded to the two-part bid for the $ 10-billion deal, will go for the field trials, as one of the bidders has failed to meet the technology specifications mentioned in the request for proposal (RFP) for the 126 fighters for IAF.
According to sources, based on the recommendations made by the TEC, after examining the technical bids, the Swedish “JAS 39 Gripen” has failed to make grade on the technology front for the deal. “The recommendations were made last week and now the ministry of defence has to take a final decision on this,” sources explained.
“The five bidders, including Boeing’s F/A-18E/F Super Hornet, Dassault’s Rafale, Eurofighter’s Typhoon, Lockheed Martin’s F-16, Russian Aircraft Corporation’s (RAC’s) MiG with the MiG-35, are now expected to participate in the field trials that will start in a couple of months,” said sources.
Apart from technical reasons, India also needs to balance its strategic interests well. The order is one of the largest global tender for defence aircraft at present. Government spokesman Sitanshu Kar said it wanted to make sure there was “maximum competition till the last stage… Also, our objective is to get the best equipment and platforms at the best price.”
While India continues to have a close relationship with Dassault, which supplied the IAF with Mirage 2000 fighters in the 1980s, the Rafale of Dassault and the Typhoon from Eurofighter could likely struggle with the issue of cost. Both are relatively large, twin-engined platforms, which will significantly increase operating costs compared with the single-engined MiG-21 fleet it will replace.
The technological excellence of a modern MMRCA like the Eurofighter or the Rafale lies not in its airframe, engines, or flying performance, say experts. Instead, it has an advantage in avionics and in its net-centric capability, whereby the aircraft and its pilot are seamlessly integrated into an electronic battlefield management system.
Though the MiG-35 is seen by many as a strong contender, however, over the past year India’s relationship with Russia with regards to arms contracts has soured. Military analysts have pointed out that the two US contenders, though seem well placed in terms of price and capability, the biggest issue to both F-16s and Boeing Super Hornet platforms is the authorisation of technology transfer.
Chris Chadwick president of Precision Engagement and Mobility Systems of Boeing Integrated Defence Systems told FE, “We are very well positioned to establish a long-term relationship with the IAF and the ministry of defence.”
“The RFP lays down that the first aircraft is supplied within 36 months of the contract being signed and the 18th within 48 months. The 19th aircraft, the first to be assembled in India, will come within 54 months. Thereafter, there will be an incremental increase with the last aircraft to be delivered by 2020,”said Boeing officials.
The Saab Gripen is single engined, which will keep operating costs low, upgrades are already being defined under the Gripen Demonstrator programme and acquisition costs are highly competitive. It is estimated that the operational cost of the JAS fighter is probably 50% lower than other aircraft in its class that is currently, or planned to be, in service.

Russian Air Force to get 34 warplanes rejected by Algeria
MOSCOW, January 13 (RIA Novosti) – Russia’s Air Force will receive later this year 34 modern MiG-29 SMT and MiG-29 UBT fighter jets that Algeria refused to accept under an earlier contract, a Russian Defense Ministry source said on Tuesday. Russian arms export monopoly Rosoboronexport had signed a $1.3 bln contract to deliver 29 one-seat MiG-29SMT fighters and six two-seat MiG-29UB fighters to Algeria in March 2006 as part of an $8 billion military cooperation agreement.
However, after receiving 15 MiG fighters, Algeria refused further deliveries in May 2007. It then froze all payments under contracts with Russia in October 2007, requiring that Moscow first take back the 15 MiG-29s due to their “inferior quality.”
The aircraft were eventually returned to Russia last April.
Some Russian media sources reported that Algeria had asked Russia to deliver 14 to 16 Su-30 Flanker fighters in exchange for the MiG-29 Fulcrum aircraft it was supposed to receive under the contract.

文章指出,无论从金钱还是时间来看,建造航母都是空前浩大的工程。即便中国在下一个10年中拥有了几艘航母,其技术水平也将与美国有一代的差距,不足以对后者构成根本性挑战。不过,考虑到其他亚洲国家的现状,中国此举仍足以让自己成为首屈一指的区域海军强国。
文章称,东亚现有的实力平衡格局势必因此动摇。随着航母进驻新近扩建完成的海南岛基地,在南海岛屿的主权归属问题上,北京将拥有更充足的底气。从马六甲到台湾海峡的广阔海域,都可能因为航母的存在而成为“中国湖”。
中国公布其航母计划的时间也值得玩味。文章认为,中国的“航母情结”由来已久,之所以迟迟未能公布,主要是因为担心引起东南亚诸国的紧张。现在,中国之所以敢于公开建造航母的意向,主要是基于中美经济实力的此消彼长。如果华盛顿新政府没能及时就这个信号作出回应,则可能导致东南亚诸国出现动摇,最终抛弃美国而倒向中国。
事实上,整个亚洲地区的海军建设,近年来都呈现加速趋势。文章认为,惟一有能力并且有动机在海上挑战中国的,只能是视海上运输线如生命的日本。如果对中国航母的担忧导致日本重新武装,那么两国面临的多半是一场旷日持久的军备竞赛。
释放三方面积极信号
当然,中国的航母计划同样有积极的方面。文章认为,解放军过去一直青睐“不对称战争”,希望用非常规手段抵消美国的军事优势。现在,航母计划的公开,似乎表明中国的建军思想重返“正常”道路,这便减少了未来战争模式的不可预知性,降低了中美因误判而激起冲突的危险。
不仅如此,航母工程的启动,也是台海局势逐步缓和的证据。文章指出,以往在局势紧张时,中国往往倾向于将资源投入到潜艇和远程导弹等兵器上,想以此阻止美军的介入,航空母舰则因为大陆与台湾过于接近而不具备太大意义。换言之,解放军现在开始打“航母牌”,多少说明台湾问题的重要性已有所降低,北京才把更多心思放到了走向远洋上。
航空母舰对执行友好交流任务也很有价值。文章称,由于其他亚洲国家缺乏同等级的平台,航母无疑会成为中国宣示国威的有力工具。不仅如此,在地区维和与灾害救助等方面,航母也拥有更多的优势——正如美国海军在4年前的印度洋海啸中所展现的那样。
文章最后强调,对于北京的一举一动,华盛顿会本着严肃的态度予以审视,进而从世界各地调遣精锐海空力量,并加速改造西太平洋基地群以备不时之需。此外,如何向东南亚国家解释目前的形势,使他们充分认识到所谓“来自北京的潜在威胁”,也是美国今后政策调整的方向。
