the second batch of F16s got their own weapons.
The $4.2Bn + $2.3Bn for the F16IQ are estimated “lifecycle costs” over the lifetime of the aircraft and NOT the contract price…
in fact Iraq has paid $3Bn for the 36 F16s and all associated equipment, weapons, spares and training. Additional expenses are “estimates” for the future. You can see these in the FMS contracts for each item. E.g. the 36 Jets “flyaway” cost was $2.2Bn inc radars, engines, CFTs, JHMCS, Sniper pod etc… $61M each. armaments, ground equipment, training, support etc over 2 bases in Iraq (balad AB and Imam Ali AB)… took up the remaining $800M.
intriguingly they bought 120 JHMCS with the 36 F16s … when they only need 48 for those jets… even taking into account some “spares”… that’s too much. I wonder if they were placing long-lead time orders for JHMCS to be fitted on their training jets? Who knows…
It would be intriguing if the T-50IQ “service and support” deal includes a shed load of dumb and guided ordnance, a complete overhaul facility for the FA50, training for 1000+ Iraqi engineers and technicians, major updates “R&D expense” etc… but who knows… more than likely they just got fleeced! 😆
there’s shed loads of runways, HAS, hangars, depots and accommodation blocks at dozens of Iraqi airbases. Some needs renovation of course… but nothing to justify such expenses… the US did renovate many of the larger ones anyway.
The Korean Company HANWHA is however building new HQs for Iraqi Army Divisions. Its a separate deal entirely.

I reckon a “downgraded” PAK FA would be a better approach.
But still Russia should produce a suitable modern air policing / CAS type which really doesn’t have to be stealth at all, just have modern engines, materials, self protection systems, decent range and heavily armoured and equipped with modern fused sensors with helmet mounted sights. I can think of quite a few countries (maybe including Russia) that would be looking to replace SU25 / armed L39s and the like… and an enlarged Yak130 would fit the bill nicely IMHO.
are they using 100% indigenous systems on chip / processors / memory etc… within the computers? do they use an RTOS or low level programmed the entire system?
45 million $ for that tiny little 14,000lb single engine trainer wow what a ripoff, by comparison 1 Su34 heavy long range strike fighter bomber cost Russia only about 34 million $ and a Yak130 trainer/light fighter about 15 million $
lets hope rosoboronexport fly in to baghdad with a damned counteroffer! Yak130 can be used to train pilots for F16s too… and the average flight hour cost is more like $2000-$2500…. vs over $11,000 for this.
this is offtopic but. The F16IQ delivery date depended on the Iraqis making the payment. Whilst the PM and minister of defence agreed to buy the planes quickly, the defence committee in parliament, finance ministry, central bank etc all had placed onerous obstacles to prevent the sort of wanton corruption that permeated Iraq in 2003-2009, also there was war in parliament over raising social security payments and the money for F16 were diverted there repeatedly in 2009 and 2010… so Iraqis only paid in 2011 I think for the first batch and 2013 for second batch, and that’s when LM started production.
since then things have “improved” somewhat, and for example the russian deal was “renegotiated” and was in motion within just a few months of Maliki signing it.
anyway despite the degraded standard of armament, at least FMS/LM didn’t price gouge, and delivery delays are all of Iraq’s own making in reality.
for iraqis this is a “light fighter” that also acts as LIFT.
As I can see the price is ludicrous. $87.5M over 20 years… add to that the fuel / ordnance etc… then it will be over $110M at least… and will pass the cost of getting a friggin Grippen NG! 😀
I hope that rosoboronexport see the opportunity to go in there and offer the Iraqis 36x Yak130 and 24x SU25s for $1.2Bn. 😀

which means it will be canned… the news in Iraq tomorrow “downgraded FA50 sold to Iraq for 50% premium”.
lets hope there’s a proper justification for the price. Even though the service and support contract looks massively excessive IMHO. They are paying a cost of $87.5M over 20 years for each aircraft. at 400 hrs a year (they are rated for 8000 flight hours), the cost is $11,000 per flight hour EXCLUDING the cost of fuel / armaments!

I think all sources are clear on the “cost”.
$1.1Bn for 24 aircraft
$1Bn for support over 20 years.
That gives a unit flyaway cost of $45.8M
This year Korea and Philippines got their FA50 for a unit flyaway cost of $30M-$31M, and their planes came with the superior Elta El/M2032 radar (which Iraq will not buy).
So if the Iraqis are getting APG67 radar (from the baseline T50 trainer), then their aircraft should be, if anything, slightly CHEAPER than the Korean/Filipino aircraft!
Thus the additional $15M per aircraft would make the parliament defence committee, the MOD audit commission and the Finance ministry baulk at a $360M premium for the aircraft contract alone…. unless they are “getting something” for that premium.
The koreans have massive economic ties to Iraq now in all sectors, they are also better informed than most suppliers about the “situation” in Iraq over the past 2-3 years in terms of corruption checking and cancellations so I personally “hope” that the price of the deal indicates a higher specification aircraft as opposed to simple “overpricing”. Otherwise its just wasting everyone’s time… and that’s something the Koreans DON’T do from my experience.

But ultimately in a place like Iraq with separated powers, a relatively active parliament and a rebelious population and media, such blatant fraud doesn’t get very far nowadays in Iraq. Sadly all it results in is false hope for both the supplying company, Iraqi military and lots of wasted time whilst deals are investigated and ultimately cancelled.
If Iraq did indeed sign up for an FA50 with a radar from the T50 and the same engine… for a price premium of 50% over the price of a FA50. then the eventual cancellation of the deal is as inevitable as day following night.
This all started with “defence solutions” T72 rip off deal… since then the MOD and its hawkish auditors have been combing and cancelling deals like hell (BTR4, Sokol W3, L159BQ, MF2000 etc….). However Small things with scams like the “ADE651” scam for the interior ministry get through.. but even then the ministry recovered about 50% of the scam cost (about $20M) and even that was a massive scandal. Imagine the scandal if they are overpricing by $300M or more on a single deal… and just before national elections to boot (april 2014).
Lets hope that the deal is all above board and the price differential can be explained by higher quality. / specifications….
Now hakem al zamili from the parliament defence and security commission has attacked the deal and said that they have opened an investigation into the pricing and quality.
