It looks to me like perhaps the earliest form of a distinctly Canadian roundel. Take the one currently in use- in this case the RAF roundel- and just add something to it to make it uniquely Canadian.
the one shown on this topic is from 1948 but the official Canadian roundel was only adopted in 1965, so you might be right.
