Funds have never been an issue with PAF and PA. Pakistan has a disproportionately large military for the size of the economy, and hence some decisions appear to be austere and cost effective. They might appear more so in comparison with India, where there is a confusing number of models, vendors, delays, costs etc in all military procurement.
