If only it was that simple.
Number of aircraft is not the only indicator.
Consider the following:
– Aircraft type Capability will differ: RAF Typhoons have better ECM for example, export models of some aircraft are less capable
– Aircraft may improve over time, MLU various upgrades etc.
– Weapons: Despite operating the same aircraft one country may have access to better weapons, number of weapons (ability to operate in a prtracted campaign) etc
– Aircrew: Training, discipline, number of flying hours etc
– Ground Crew: How well maintained are they, how many can they keep operational at any one given time, resource supply etc
Also in terms of manpower overall, one needs to factor in moral and also recruitment.
– Airfields, not just geo-strategic postion, numbers and dispersals but also its infastructure and consistency……defences, HAS etc
– Strategy and General Structure: The ability to plan and be capable of carrying out successful campaigns and countering all possible threats…..for example QRA, SEAD, Stand Off abilities etc.
