Jobim recommend French fighter to Lula
Minister will forward to the president in the coming days an explanatory statement, accompanied by a report in favor of buying Rafale

BRASILIA
With the political decision, the pacified Air Force and a 10% reduction in the price of the package, Defense Minister Nelson Jobim, will forward to President Luiz Inácio Lula da Silva in the coming days, an explanatory statement, accompanied by a report signed by him recommending the purchase of 36 French Rafale fighters to equip the FAB.The standoff ended after a special commission created in Brazil by Minister Jobim, integrated by the Ministries of Defense and the Treasury’s own Air Force, went to France and demanded that the French government’s promise by President Nicolas Sarkozy’s 10% reduction of price shown in the last proposal, which was not fulfilled by Dassault, manufacturer of the Rafale. Prior to this negotiation, the French had only reduced the price of the package, estimated at U.S. $ 10 billion, only 1.8%.
The selection process also involved the Gripen, Sweden’s Saab, and the F-18, manufactured by U.S. company Boeing.
Matters had been settled between the two countries, Jobim say in the explanatory memorandum that the Rafale is really the best product to meet the demands of the National Defense Strategy (END).
Plus, now, with the endorsement given by the Air Force, the government believes that all problems are overcome. At the meeting of its High Command, on Tuesday, the matter was discussed and prepared at the time was a response to an inquiry from the Minister if the Rafale met the assumptions of the Defense Strategy, receiving the endorsement of the FAB.
After receiving the report of the Coordinator of Combat Aircraft of the FAB (Copac), which placed the first fighter, the F-18 and Rafale in second third, the defense minister decided to ask an opinion of their Departments – Logistics and Mobilization and Strategic Policy and International Affairs – on the proposals of the three competitors.
Jobim wanted it to be checked in detail whether the proposals met the claims made by companies, mainly in the transfer of technology, a key issue for the government, which wanted to fulfill the National Defense Strategy
Arguments. The departments concluded that while the price of the Rafale would be the highest, the transfer of technology is the most consistent of the French. The same opinion also reiterates the arguments that have been used by the government to challenge the transfer of technology proposed by the Americans, considered as a failure and, for the Swedes, the report speaks of the dependence on transfer that the Gripen has over other countries because many of its components come from different suppliers.

RUAG wins order for state-of-the-art European aircraft radar
Thales has awarded RUAG Aviation an order worth 5.5 million Swiss francs to produce a subassembly for the RBE2 radar for France’s Rafale fighter jet. The radar is the most powerful currently used in European fighter jets. The first deliveries are planned for the second half of 2011 and will initially be integrated into the Rafale for the French market, with export customers following at a later date. These will include the Swiss Air Force, should Switzerland choose the Rafale.
RUAG and Thales collaborate in various aerospace, defence and security projects. RUAG is strengthening its position at Thales’ side in the latest generation of the RBE2 radar, thus taking a decisive step in a strategic partnership based on a cooperation agreement signed between the two companies in May 2009. This partnership is founded on excellent industrial and technical performance and strong competitiveness, and will enable the RUAG Group to participate in the current and future success of the Rafale in France and in the export market.
“We are thrilled about winning the order. It is proof of our outstanding technological expertise,” stated Dr Peter Guggenbach, CEO of RUAG Aviation.
The RBE2 radar (Radar à Balayage Electronique 2 plans) developed and produced by Thales has an antenna that performs active electronic scanning in two planes. This new technology gives the Rafale a decisive advantage in terms of radar operating efficiency and reliability compared to its European competitors, which have older generation radars that employ mechanical scanning.
The highly complex wired back structures that will be supplied by RUAG link the individual radar modules together and connect the radar to the airframe.
The series production order follows an initial order for developing the aforementioned structure in March 2008, which led to successful implementation and validation of three prototypes in September 2009.

Kuwaiti DM: Our Military To Be Substantially Beefed Up
Kuwaiti Defense Minister Sheikh Jaber Al-Mubarak said yesterday that Kuwaiti Emir Sheikh Sabah Al-Ahmad had asked French President Nicolas Sarkozy to sell the country Rafale fighter jets.
The minister added that the Kuwaiti military was being equipped with new sophisticated weapons, and was training with skilled forces from other countries, with the aim of becoming one of the strongest militaries.

French have an advantage in the sale of fighter jets to Brazil, says Jobim
March 18, 2010 • 12:57 pmDefense Minister Nelson Jobim said Thursday that the French Rafale fighter, made by Dassault, have an advantage in the buying process to be done by the Brazilian government in project FX-2. The final report with the explanatory memorandum to the preference of purchase of the aircraft will be delivered to President Lula in 20 days.
“The Brazilian Air Force said the three are satisfactory, which is important is the transfer of technology and reduction of dependence,” he said “In this sense, yes (the French have an advantage),” Jobim said after attending the election meeting in the House of Representatives.”In 20 days we’ll send the president the explanatory memorandum to the final position of the Ministry of Defense,” he said. I report this from Olybrius (from MP.net)
Swiss competition: According to sonntagszeitung, Eurofighter thinks to have the most convincing overall package, especially because of offsets and comprensations, but acknowledges that the Rafale has performed better in the technical evaluation. (infos also published in the Neue Zurcher Zeitung)
The Germans score major points in the countertrade
Even before it was known that when comparing the values of pure flying the French Rafale jet’s nose in front. Even in the surrounding field of Eurofighter it is made out of the question that the French machine has done better here. Eurofighter has scored points, but according to insiders, particularly among countertrade. The Germans make Switzerland in the case of a purchase of Eurofighter seems counter orders amounting to eight billion francs in prospect. Rafale when it will supposedly six and the Swedish Gripen be around four billion.

Wait and see
Yes a normal rafale but with degraded missile performance, inferior number and single target engagement possibility.
Not exactly a mig or a sukhoi (due to sensor fusion available in the rafale) but far less capable than in a fair fight against the typhoon. “a hand tight in the back” as stated by french pilots.
i havent seen it said they were simulating another plane
p6 reply 170 of this thread.
Not enough info ?You are a spoiled child:D it is so rare that we have so much precision about ROE ! Ok more is always better but let’s do with what we have.
I’ve not heard about exercise were typhoon on top for the moment which doesn’t mean it never happened.
True but unlikely,
Rafale were simulating a mig or a sukhoi so it would be rather strange that they would get an awacs support and not the typhoon. Logic would want the other way round.
Most probably they were no awacs at all. I doubt they would have put an awacs airborne for simple CT training.
For missile range I am just reporting LtC Grandclaudon precision : rafale had degraded missile range and enven further degraded missile range during the second set up. Typhoon were in the blue team against a generic rafale threat, so usually you try to train your pilot in a realistic manner thus with your full weapon system activated (exept EW). What would be the point training simulated MIG VS MIG ?? No that was simulated mig/sukhoi vs Typhoon.
You can’t draw any definitive conclusions with this exercise but to say that you can’t learn anything is equally stupid given the quite precise info we have thanks to all the interviews/press conference etc…
With degraded missile performance, inferiors aicrafts numbers and single target mode the rafale was able to dominate the Typhoon with relatively junior pilots (relatively because I don’t think they would have sent 100% junior/non operational pilots in such an exercise).
That means (in my opinion) that the typhoon enjoys no unfair advantage in m opinion and that rafale SA/discretion might even be better to get close enough to avoid a longer range missile shot. If Typhoon MMI is that good with such a good radar/SA then regardless of the rafale pilots experience the typhoon should have win (at least more times) as it could see first, shoot first and leave first. If the advantage was so big then experience would not be very helpful…Just like against F22s.
It would be interesting to know in which condition the 8-1 for rafale story in corsica was achieved.
The OSF with its laser range finder or the spectra if there are some radar emissions will take care of that.
The Mica IR (or EM) can be fired well before usual WVR dogfight range even without radar thanks to other passive/active sensors available.
So the distinction between BVR and WVR is quite “artificial is the case of the rafale” diminishing the need of an HMS on top of the fact tha the AdA don’t anticipate threats that would require a HMS. If there is a need it could be integrated quite quickly as the rafale was already tested with an HMS.
which upgrades ? Most of them (AESA, OSF-it, new engines…) are already funded and ordered. Delivery starting late 2011 for the french air force.
As for the HMS there is no urgent need and is not absolutely neccessary as the MICA IR can be fired well before any conventional IR missile coupled with HMS.
Closed couple delta canards are much more efficient to regulate the airflow over the wing and avoiding loss of energy.
The F22 compensate that thanks to its TVC and huge trust. It is more optimized for Super cruise.
A rafale or a gripen on a pure aerodynamic standpoint are better in the pre stall environment. (Although less efficient in supersonic regime).
Aerodynamic is always a compromise, you can’t be the best in every area.
I’ve scan the page with the new mirage 2000-9 (piloted by a french pilot) patch versus the F22 created by the AdA . (For the dogfight victory)
to put in relation with captain romain’s blog (rafale pilot).
http://translate.google.com/translate?u=http%3A//blog.francetv.fr/capitaine-romain/index.php&hl=en&langpair=auto|en&tbb=1&ie=ISO-8859-1
You can read the story about the 9t engine proposal at the bottom of the page.
This story is confirmed by a rafale pilot namely the captain Romain. Just look the previous page it is posted.
Captain Romain view of the event also overcome the BVR question that was raised by A&C.
Other news still from Air&Cosmos related to the 4th french rafale Batch.
This new rafale batch could be equipped with the 9t version of the M88 as several middle east client are interested in such an engine. UAE, Koweit and Lybia to name a few.
Snecma intend to offer this engine to the AdA with the same MCO costs as previous version. As a consequence AdA could accept to go for a more powerful engine for the new batch of rafale.
A&C publish a small article about the mirage 2000-9 (piloted by a french pilot) successful dogfight versus the F22.
A special “patch” “BFM vs raptor-APPROVED” was created by the french air force to celebrate the event.
You can see an F22 with a visor on it.
