For the rest, if you consider the Tornado to be a multirole fighter just because the initial program phase went under the name Multi Role Combat Aircraft (that had a totally different meaning in this case) I despair that we well ever sort this thing out.

And I don’t know why you would despair if sorting this out. Ask anybody else on the forum what constitutes a multirole fighter and whether the Rafale, EF & F-15E fit the description, and that should clarify matters amply.
When the Gripen, Rafale & Typhoon projects began, the JAF project didn’t exist. The countries that built them had the choice of buying the already developed F-15/16/18 to replace their F-104S/F-4/Mirage/Draken/Viggen/F-8/Harrier or developing their own. F-35 was not an option because it did not exist, & there was no other US development programme they could join to get economies of scale. It was buy off the shelf (with local avionics, maybe – but no economies of scale there) or develop their own.
Well the two programs – Rafale & Eurofighter between them spent ~$50 bn in development ($16 bn + $34 bn) which is more than what the US spent on R&D for the F-22 ($40 bn). [fixed]
Of course, the latter program was slashed from 750 units to 187 leading to the PAUC exploding but it would perhaps have been different if it were scaled down a bit and had a captive market for 1500 odd fighters.

Again, UK is UK i.e. just one of the partecipant to a multinational project not Europe, all others have not implemented any of such capabilities until much later. Typhoon entered service in 2003 so there were more than ten years of production before having them added.
-Wrong example. F-15E is not classified as a multirole plane but as a strike fighter in USAF nomenclature i.e. the same niche category of F-111 and Tornado. For the rest you are right both it work two way, multirole plane is a concept quite peculiar to USA not a worlwide standard at all.
I feel like we’re having a conversation via Google Translate. Please don’t mix the term ‘multirole’ (no its not quite peculiar to USA – e.g MRCA) with whatever label a particular operator puts on it. Its as ridiculous as a Greek guy turning up and claiming that the F-16 wasn’t multirole because the HAF uses it for strike or that the Mirage wasn’t multirole because the HAF uses it for air defence & escort.
The Damocles pod was integrated onto the Rafale after 10 years in service, upto which point its function was akin to the F-22. All that reflects is the service’s funding priorities not the aircraft’s capability. The Rafale & EF both remain multirole aircraft today.
Large multinational programmes were a way to gain scale economies and so to save our own autonomous industrial capability, they surely doesn’t worked as planned as our external politics are too different (Uk are warmongers and German pacifist) , our spending attitudes are vastly different (Germans are obsessed by their budget, French by their Grandeur), our operative doctrines are totally divergent (France is practically a single plane airforce from the sixties, AMI would keep three different model of plane also with the F-35) and THANK GOD FOR THIS! as we are indipendent nations, with our own instituctions, language and even civilization, not some sort of minority partners of a multinational firm.
I’m aware of the reasons and explanations for the lack of a pan-European fighter. What doesn’t compute however is the loony theory about LM & the US conniving to keep the European defence industry fragmented (especially given that it wasn’t ‘European’ to start with).
With all the problems we had and all the waste this basic objective was in any case achieved and let me add, it is not that F-22 and F-35 programs are such a so shining examples of efficiency, cost saving and timely deliver to allow someone an higher moral ground on that matter.
Like the F-16 before it, the F-35 is an example of the kind of costs reductions are possible by manufacturing at scale; a results of which is a stealth fighter available in the same price bracket as the existing western fighters.

This is just a wrong assumption from your part.
Typhoon was conceived as an air superiority fighter, whit eventual A2G capability to be added just in the 3rd tranche production.
This was a source of a lot of quarrels between the three main country involved: UK pushed to add an initial air to ground capabilities earlier, Germany remained stuck on their initial, very basic configuration while AMI had not the concept itself of a multirole fighter in her own doctrine (we changed somewhat idea because of Storm Shadow but still for us Typhoon is a Caccia and F-35 an Aereo d’Attacco ).
At the contrary the French wanted a plane with good multirole capability and carrier operation capable and so they went off from the COMMON European NATO members program when it was ascertained that their own requirements (and their industrial ambitions) were uncompatible with the ones of the other partners.
Sweden is still not in Nato nor was a member of the EU when those programs were started, so is like to put Japan and China in the same basket.
– Air-to-ground capability was introduced through the Austere upgrades to the RAF’s T1s in 2007. Same for the T2 was rolled out with the P1E upgrades in 2012-2013. T3 deliveries began in 2014.
– The doctrinal choices of the operators don’t change the nature of the aircraft. The F-15E, for example, doesn’t stop being a multirole aircraft because its an evolution of the F-15.
With respect to the rest, like I said before, the participants could not find middle ground on the FEFA because it was trumped by their own national priorities (and yes industrial ambitions). Which is why the conspiracy theory about the F-35 being designed to ‘kill the competition’ is ridiculous. The competition was never seriously in the running having practically priced itself out of the market.

All three Eurocanards as well as the F-35 are multi-role fighters. There’s no ‘different mission’ in play here – the difference such as it is exists only in terms of cost (viz. Gripen) & capability (viz F-35).
The European states basically traded economies of scale to retain design & production locally. Which is all well & good – informed choice driven by national priorities. But then to turn around and blame the competition for threatening the “European” industry is simply hypocritical.

The Eurocanards were intended as substitutes for planes like F-4 or F-104S (the Typhoon), the Mirage F-1 and the Viggens i.e. 3 or even 2 generation planes.
The F-35 would instead be a substitute for Tornado, Harriers II and AMX i.e. planes of 4 generation, entered in service after F-15 & F-16.
There will be more than 10 years between the entering in service of the last of them and the F-35 and AFAIK neither Sweden nor France have ordered it at all.
What aircraft they replaced doesn’t help justify the fact that Europe ran three overlapping fighter programs of the same generation with nothing left over for the next one. If they couldn’t get together to make the FEFA work then its pretty nonsensical to turn around and say that ‘the point of the F-35’ was the ‘kill the competition’.

Cunning plan it was. Especially the part where they tricked the Europeans into running three competing fighter programs at the same time.
Just taking the basics (airframe + mission systems + engine) – the price seems to have dropped from $91 mil/unit in 2017 to $85 mil/unit in 2018.

Until the F-15 gets it next gen new self defense suite, the Su-35S packed with those jammer pods are a very nasty platform to come across. And they both have a good radar.
If you’re talking about the SAP-518 wing-tip pods, its worth noting that they are big heavy and severely limit the Su-30’s flight envelope and likely the same applies to the Su-35. With the pods on the Su-35 will be operating as a Growler rather than the Eurofighter or Gripen E (which employ smaller ones as standard fit).
It seems that the F-35 have actually not performed any (simulated) killing, just passing info to the Typhoons via Datalink.
Where did you get that notion from? The F-35s after expending their missiles were able loiter in hostile zone and function in a ISTAR role (helped by their excellent combat persistence) – that doesn’t mean they never engaged in simulated killing.
Develop their own.. or join some already existing development program..
The German EF production lines will close down in 2018.
The FCAS will enter service no earlier than 2030. The T-FX & K-FX probably around 2035.
The Luftwaffe however needs Tornado replacements starting 2025, if not earlier. A UCAV can come in the 2030s as a EF T1 replacement but over the short term it’ll remain a development project.
And what is the mission of the future Luftwaffe that the Typhoon would not be able to do?

Originally a Tornado F.3 pilot, Cooper is also a Qualified Weapons Instructor with over 3,000 flying hours on fighters. The RAF QWI course roughly corresponds to the US Navy’s TOPGUN program, but strives to give a broader understanding of the aircraft, it’s weapons and capabilities. Earlier this year, he lead the squadron in exercise Red Flag 17-1 in Nevada, an exercise which created quite some buzz for being the first time the F-35A participated in a Red Flag exercise.
While it was heavily reported that the F-35A had achieved a 20:1 kill ratio, the details of the exercise has naturally been kept under wraps. As such, it was very interesting to hear Cooper describe his first-hand experience of operating Typhoons together with the F-35’s. As could be expected, he described the F-35 regularly operating within the engagement zones of the REDFOR air defences. Compared to other non-stealthy fighters, the Typhoon was in turn able to achieve greater stand-off range for its weapons, thanks to its ability to operate higher and faster. This allowed it to lay further back, often remaining outside of the threat range. What all seemed to agree on, was that the the F-35 transmitting sensor data on Link 16 provided a huge boost in situational awareness for the rest of the fleet.
When asked about the RAF acquiring both aircraft, none of the pilots were prepared to pick one over the other. “You need stealth to be able to go forward,” Cooper argued. His personal opinion was that the future lies in the mix of capabilities provided by different platforms, echoing the sentiment expressed by his commander at an earlier briefing. “Both airplanes are fantastic airplanes,” Godfrey had said. “A mix would always be better [than operating only F-35’s or Typhoons].” When pressed further for which one he would choose if he could only get one, Godfrey had smiled and just said “Both”.
While a puzzled group of Finnish media representatives started to wonder if the fighter pilots were arguing for the stealthy F-35 as the right choice for HX, further discussion revealed the complexity of the issue. The big thing in the mind of the pilots was not so much stealth in and by itself, but the superior situational awareness the F-35 got by combining the ability to get in close while carrying a good sensor suite, and which it then shared with the rest of the team. By teaming up with the Typhoons and their heavy load of long-ranged weapons, the F-35 in turn got around it’s main weakness in Red Flag, namely its very limited load of internal weapons. Some participants in the exercise jokingly referred to the stealth fighter as the ‘cheerleader’, always present providing data and cheering the other ones on, but often unable to take the shots themselves having already expended all their missiles.

This past Wednesday, I had the opportunity to fly on a training sortie during the U.S. Air Force’s Atlantic Trident 17 exercise at Joint Base Langley Eustis in Virginia.
The war game brings together the three premier NATO air forces and the best operational fighters in the alliance’s arsenal including the Lockheed Martin F-22 Raptor—flown by hosts, the 1st Fighter Wing—the Lockheed Martin F-35A Joint Strike Fighter, the British Royal Air Force’s Eurofighter Typhoons and the French Armée de l’Air’s Dassault Rafales. U.S. Air Force Boeing F-15E Strike Eagles from the 391st Fighter Squadron and Northrop Grumman T-38 Talon jet trainers from the 1st Fighter Wing’s own 71st Fighter Training Squadron provided “Red Air” support playing the bad guys.
Having had a long association with the Raptor community, Col. Peter “Coach” Fesler, commander of the elite 1st Fighter Wing, wanted me to see first hand how the F-22, F-35, Typhoon and the Rafale operate together from the air. To that end, the Air Force arranged for me to fly onboard a 71st FTS Northrop T-38A on an operational training sortie during the third week of Atlantic Trident 17—when the exercise is at its peak intensity.
The first order of business was a stop at the Langley Air Force Base hospital to get my temporary 72-hour flight physical. The medical examination was very similar to a Navy Class I flight physical—which I have undergone several times—but without an audiogram or cardiogram. Indeed, the Air Force flight surgeon told me that the examination was indeed an abbreviated and modified version of the Class I flight physical that is required for the service’s pilots. After a very thorough examination, my flight surgeon gave her ascent and I was cleared to fly.
Because my sortie was what the Air Force calls a “familiarization flight”—which is usually afforded to Air Force pilots, officers and other personnel who normally carry out other duties rather than a typical media flight—I had to undergo survival training to fly onboard the T-38A that is identical to what the pilots receive. The training included instruction on water survival, on all of the survival equipment— including the various radios—and how to properly don the T-38A’s rather unique, old school flight-gear. Special emphasis was placed on how to harness into the parachute and ejection seat.
More importantly, the Air Force instructors who taught the class—which included two photographers, a B-52 pilot, an E-3 pilot and an E-3 radar crewman—detailed the finer points of ejecting from the T-38A and how to egress on the ground in the event of an emergency. Indeed, the instructors placed special emphasis on bailout procedures because the T-38A does not have a zero/zero ejection seat. We then had a class about parachute training that culminated in a simulated parachute landing using virtual reality goggles.
The next day I had to report to the 71st Fighter Training Squadron to be fitted for my flight gear. The Air Force technicians first had to fit me for an OTS 600 immersion suit—derisively referred to as a poopy suit because it is extremely uncomfortable—which is necessary for flying over the Atlantic during cold weather. Next, I had to don a fireproof Nomex flight suit and boots, over which goes the G-suit. After that, I had to be issued a parachute, harness and seat-kit as well as be fitted for a helmet and mask. The 71st FTS technicians were absolute professionals in fitting me out for the flight.
The following morning I finally reported into the squadron ops desk at the 71st FTS. There I met my pilot—a very impressive young man with the callsign “Tsar” (for security reasons, the Air Force asked that we only publish the names of commanding officers) who was on his first assignment out of undergraduate pilot training. The 26-year-old pilot was near the top of his class and will report to the 43rd Fighter Squadron for his next assignment—the F-22 “B-Course”—where he will learn to fly the Raptor at Tyndall Air Force Base in Florida.
An assignment to the 71st FTS where young pilots can learn from seasoned veterans while learning the strengths and weakness of the Raptor—not to mention F-22 tactics, techniques and procedures—offers enormous advantages to Tsar and his peers in the unit. Indeed, scheduled to fly with us was our flight lead “Score”—a veteran F-16 pilot—and my old friend “Fangs”—who I first met over a decade ago at Nellis AFB, Nevada, when he was an operational test pilot putting the F-22 through its paces. Learning from veterans like Score and Fangs, Tsar will have an enormous advantage when he begins learning to fly the Raptor on his next assignment.
For the actual sortie, our 3-ship of T-38As was designated Vodka Flight. Score—as the flight lead—was Vodka 1, Fangs was Vodka 2 while Tsar and I were Vodka 3. Ahead of us was another flight of aggressors designated MiG Flight, while behind us were Iron and Fist Flights. The idea—together with the F-15Es—was to present the F-22s, F-35s, Typhoons and Rafales a realistic high-end threat presentation. The Talons were replicating the Russian-made Mikoyan MiG-29 Fulcrum while the F-15E replicated the Sukhoi Flanker series.
After we kitted up and “stepped” to the jets and strapped into the aircraft, Tsar quickly ran through the checklists and started up the aircraft. Once the jets were up and running, we taxied to the active runway for a formation takeoff. The three aircraft in our formation—led by Score—climbed to altitude and transited to the range to start the fight. Typically, the T-38As fights at altitudes around 10,000ft to 14,000ft during a normal aggressor mission, but due to bad weather and icing conditions, we quickly climbed to 22,000ft as we entered the range.
Entering into the fight, our three Talon/Fulcrums maneuvered around trying to engage the Blue Force aircraft. While the Talon doesn’t have the avionics or the kinematic performance to truly mimic a real Russian fourth-generation fighter— especially for a within visual range fight—the aircraft offers a reasonable facsimile of fighter performance at beyond visual range distances.
Indeed, that’s the idea behind the T-38 aggressors—the job is to provide the F-22s with thinking targets that can ruthlessly exploit any weakness in tactics or pilot errors at long range using their intimate knowledge of the Raptor and its operations. If the Talons reach visual range—or encounter the Raptors at the “merge”—something has gone terribly wrong. Indeed, even the British pilots flying the Typhoon agreed that the Talon provides a good threat presentation.
As luck would have it, it would be a Royal Air Force Typhoon that ultimately took down Tsar and I in Vodka 3. Within minutes of starting the fight, Vodka 1 and Vodka 2 were taken down before we even knew our flight was under attack. As Tsar started to maneuver our aircraft, trying to evade an enemy we couldn’t see, a Typhoon coordinating with an F-22 quickly and unceremoniously dispatched us. Unfortunately, the weather was terrible and we were ordered to return to base because of the need to maintain high fuel reserves—but normally the T-38s “regenerate” or come back to life several times during a sortie. But the bottom line is: Seeing is believing—the Raptor and Typhoon are a lethal combination.
“Even if you were in an Eagle or J-20… You felt the same thing,” a senior Air Force official with an air superiority background told me after my flight—referring to the feeling of utter helplessness of being attacked by an invisible enemy. “Because of the security cloak, it’s just impossible to explain. If everyone really knew and we asked to ‘choose their weapon’—there would be no doubt.”
Flying back to Langley, the experience was an eye-opener. I have been covering the Raptor and the F-35 since beginning of both programs. It is one thing to intellectually grasp the power of stealth, but seeing it in action makes one a believer—our flight had no idea, no warning from the AWACS or GCI that we were about to be hit until it was all over. It’s nearly impossible to fight an enemy you can’t see.
While the Raptor would be the most formidable fighter in the world due to its raw performance even without stealth, it’s now clear to me that even the F-35 with its mediocre kinematic performance will be an extremely dangerous foe in the air due to its low radar cross-section and sensors. “If the pilots of both could carry a 9mm and open the canopy inflight, they would have 15 more kills per sortie,” the senior Air Force official told me. “It’s like fighting Mr. Invisible.”

Though I would consider an IOC of 2020 as having the ship be “commissioned” into the Indian Navy as naval ships are usually commissioned first before they achieve some level of operational/combat capability. So my question is whether the 2023 date refers to FOC or IOC, because those would obviously depend on how long the fitting out and sea trials take, and from the latest information I have seen about INS Vikrant’s fitting out status I’m
‘Commissioning’ (i.e. handover to the IN) is scheduled for Dec 2018 (so probably early-2019) but I suspect that’s mostly a ceremonial thing unless they defer it further. The final bits of the aviation complex will also be delivered and integrated in 2019. IOC in 2020 with flight ops beginning 2020-21. FOC 2023. Of course I won’t bet the house on it.
Another question I have in regards to INS Vikrant is what on earth is meant by various “aviation complexes” not potentially being on the ship until later — do they actually mean things like arresting gear? Because it goes without saying that the ship can only function as a fixed wing aircraft carrier if you have arresting gear, for a STOBAR carrier, so I imagine the sea trials and commissioning date
Arresting gear, restraining gear, hydraulic stations, etc. And yes, it can’t function as a carrier without them.
When do you expect an order to be done for 2035 FOC? I can only speculate based on my understanding of shipbuilding and looking at some of the Indian shipyard’s track record for big ticket projects, and realistically I think an order for a project of this magnitude would have to be made asap with keel laying having to begin by 2020 at the very latest.
And which shipyards in India are suited to building a ship of this magnitude and complexity?
Same builder (Cochin Shipyard Ltd.) Again, at this point, whether it’ll even be ordered is still up for question. Timeline too is function of that. The IAC project was a huge learning process – there was next to no local design experience and no shipyard in India had built anything half as large as the Vikrant. Even the basics like warship grade steel weren’t available and core industrial capabilities had to built up simultaneously. That there was also a series of design changes midway (as IN upscaled its ambitions/requirements) didn’t help.
Having been through the grind, an upscaled IAC (supported by design consultancy from the US Navy) driven by conventional propulsion may not have as high a risk factor on the timeline; if the contract is signed in 2020, its quite feasible to have it fitted out by 2030 and operational in service by 2035. In contrast, if the IN opts for nuclear propulsion, the project almost certain to go over to 2040, given the lack of experience and the significant safety issues involved. At this point, its all hypothetical.
Edit: also, are there any indications as to what the INs destroyer plans are after P15B? I feel like only seven PAR equipped aegis type DDGs by 2024 when the last P15B is expected to be commissioned is insufficient for two CSGs and other missions, so i assume the IN should probably have another DDG class under development or at least consider ordering more P15B DDGs?
P15C? Possibly. Haven’t heard anything concrete though. For the time being, 7 destroyers should be enough for two CBGs, I think. Four available at any time, two each for the two fleets. Supported by two Shivalik/Talwar class (later P-17A) frigates.
The RN carrier group, for example, is expected to consist of one QE class CV, two Type 45s DDGs, one/two Type 26 FFGs and one Astute SSN. Same for the French Navy; one carrier, two DDGs plus two/three FFGs for ASW and one SSN.
So would I be correct in saying that the Vikrant’s commonly circulated 2018 service date and the Vishal’s commonly circulated 2025 service date are very unlikely to be achieved? Or is the author of these articles (Ajai Shukla) not considered particularly reliable or something?
The article is quite accurate. Vikrant; launch 2017, sea trials 2018-19, IOC 2020, FOC 2023.
Far from being delivery ready by 2025, the IN/MoD is yet to decide whether to even order the Vishal, given the expense & timeline (even though an FMS request for the EMALS/AAG has been approved by the US DoD). If ordered, 2035 for FOC would be a fairly reasonable target which is why they’d probably also be considering an interim order for another Vikrant-class ship.
Once again.. Let’s make it simple here.. I have an F-16C, fully fueled up, armed with two 2,000lb Mk84s (or equivalent GBUs) and a pair of AMRAAMs.. plus three bags with 1,040 gal of additional fuel. I can send the bird to strike a target which is 670-680 nmiles away and get it back.. some sources even say 740 nmiles.. no idea why..
Whip out your calculator or calc app and tell me what your bird weighs on ground loaded up. Or go back to the last page and take a look at the chart for the GBU-24 carriage (the middle one in my post).
