no, just the goal of certain groups. You have alot of Pan-xxx in many countries.. the Turkic world has many Pan-Turanist, I’ve seen several Pan-Scandanavians, and for a while Indonesia attempted to create a Pan-Malay speaking nation which led towards the past aggression in the 60’s. but much of the Pan-Islamic state ideals come from terrorists rather than actual (or at least non obvious) support from a state.

There’s also strong secularist influence among Arabs, especially in Syria and Egypt, that prevent a united theologial Islamic state from forming.
