Well, you’re the avionics guy 😉 … but according to the Mir Aviatsii article on attack-Floggers (in isue 1/2001, still as far as i know most comprehensive article written on the MiG-23B/MiG-27 series and i’m seriously puzzled why a translated version hasn’t appeared in the West yet) you are right.

At least the British TV didn’t bring us Bob Saget.
