I think the Backfire-C platfrom is excellent, as it is able to carry a heavy conventional cruise missile strike, with either the Kh-22M (or newer Kh-32) or the Kh-15 aeroballistic/hypersonic missile.. definately worthwile if you are going to fend off a large fleet..

well not everyone has the Sea Dragon avionics suite installed on their aircraft 😉

but even then, a periscope is pretty big, but this would be some sort of tiny camoflauged thing…

What about a good old Oscar II? I’ve seen speeds of 32knots listed.. and that sub is like 3 LAs.
