That’s a contradiction in terms. If it’s fully operational, how come it needs “adjustments” to make it combat-ready?
Besides, no plane in any AF is fully operational so short time after the delivery. They need at least one squadron to be fully equipped and manned, reach IOC (initial operational capability) in a few months, than reach FOC (full operational capability) some time later – I guess propaganda (and general lack of knowledge about military planes in the media) is stronger than logic sometimes.
EDIT: maybe they meant fully functional, with all hardware in place. Or production planes, not prototypes.
If this turns out to be real, it is a big setback for Pakistan, but by no means the end of FC-1. It could still be exported with the RD-93 to other countries, and China will step up development of the WS-13, a big delay tough for PAF.
Also, China is a big customer for Russian weapons, so they have a certain influence in the military-industrial circles in Russia, they might make some lobby for Pakistan.
What’s the difference between the Mig-23BN and Mig-27?
There’s a lot of difference. For starters MiG-27 was not an export item in the former USSR – only India received license of a modified variant.
The most important visual differences are:
-MiG-23BN has the large boundry layer separation plate at the intakes, 27 has a small one
-on the 27 the fuselage pylons are mounted under the intakes, not under the main body of the aircraft
-27 has thicker main gear wheels.

Well, they could buy Kfir C-7s from Israel or MiG-27s from Ukraine, for a lower cost than A-10/Su-25.
Sri Lanka is pretty happy with those types, they have PGMs, the type of conflict and operational environment is similar to that in Philipines, so why not?
OV-10, PC-9 and such are nice and cheap, but less survivable than the ones mentioned above. Sri Lanka retired their Pucaras for the same reason. Besides, they are too slow and short-ranged for Philipine’s size, so they would need a lot of them.

The Libyans did sign a contract for overhaul and upgrade of 12 Mirage F1. The idea of them getting the Rafale right now is a bit far fetched IMO, but it could happen in the near future.
That’s a sad news for Rome.
