    Croatia, Serbia: The Western Incentives Dilemma

    Summary

    The United States said it will push for Croatia to be admitted to NATO in 2008. Meanwhile, the United Nations signaled it will delay a decision on independence from Kosovo until after Serbian elections, to allow Belgrade the stability needed to join the European Union. These events, which are part of a move by the West to offer Balkan countries incentives to democratize, highlight problems with encouraging longtime rivals Croatia and Serbia both to join NATO and the European Union.

    Analysis

    After an Oct. 17 meeting with Croatian Prime Minister Ivo Sanader, U.S. President George W. Bush said the United States will push for Croatia to be admitted to NATO by 2008. Two days later, the United Nations announced it had extended the mandate of its envoy to Kosovo, Martti Ahtisaari, until June 2007, effectively signaling that the international body will not rule on Kosovo’s independence until after Serbia’s parliamentary elections.

    With U.S. support, Croatia will surely be admitted to NATO. And the postponement of a U.N. decision on Kosovo will allow Serbia to work to sustain its democracy and hopes of NATO-EU membership. Both developments clearly signal that the West will offer significant incentives to keep the two states on the path to Western integration. Croatian membership in NATO will be problematic, however, since NATO and the European Union are also considering Serbia’s membership request.

    If Croatia joins NATO, it can dictate the terms of any attempt by Serbia to secure membership itself via Croatia’s veto power in the Atlantic alliance, effectively binding NATO to a pro-Croatian position on regional issues and leaving Serbia at Croatia’s mercy. Thus, Croatian accession will only complicate matters in the Balkans by ending any attempt by NATO to act as a neutral party in the region.

    For Serbia, Croatian membership in NATO represents a threat — something that will shape politics in Belgrade. If Serbian radicals win the upcoming parliamentary elections, the Serbian government will become hostile toward a NATO that has embraced Croatia. If, on the other hand, pro-Western political parties win, they will try to push for Serbia’s accession to NATO and the European Union. In that case, Serbia will have to cuddle up to Croatia, since its neighbor could veto Serbia’s NATO membership. But if Croatia allows its longtime adversary to join the military alliance, it will only be under the harshest of terms, showing how even the best of Western intentions can founder on the complex shoals of Balkan politics.

    MOL – I forgot it was there, the other stuff interested me more. I also said, quote “For all intents and purposes, mothballed”. Since English is not my mother tounge, I considered this phrase to be most adequate for something you drive once in a while and don’t really use. Also, in the picture it is obvious that the launcher is empty (look at the truck’s suspension). They probably used the expended launcher boxes from RTOP “Petar Kresimir IV” or “Šibenik”.

    As for the UAV-s, I tried to search Hrvatski Vojnik, but came up empty. So the fact remains that the UAV-s were not budgeted for, as far as I know. There could have been preliminary talks, but I’m not aware of a firm order or purchase.

    Izaslanstvo Ministarstva obrane RH u čijem sastavu su bili pomoćnik ministra za materijalne resurse Ivo Bačić, ravnatelj Vojno-sigurnosne obavještajne agencije (VSOA) general bojnik Gordan Čačić, načelnik Službe za razvoj, opremanje i modernizaciju brigadir Milan Knežević i zapovjednik 3. gardijske brigade brigadir Zdenko Čuljak boravili su od 7. do 11. studenog 2006. u službenom posjetu Izraelu. Premda sudionici sastanka nisu detaljnije htjeli govoriti o rezultatima sastanka, jer su neki razgovori s izraelskim tvrtkama u tijeku, Nacional je iz izvora bliskih VSOA-i doznao kako je jedan od najvažnijih projekata gotovo završen i ugovor bi trebao biti finaliziran.

    Hrvatski vojnici u Afganistanu, pripadnici 350. obavještajne bojne i pripadnici drugih specijalnih vojnih snaga HV-a u sličnim rizičnim misijama diljem svijeta bit će opremljeni taktičkim bespilotnim letjelicama izraelske tvrtke Elbit pod nazivom Skylark. Hrvatska vlada tim potezom želi znatno pojačati osiguranje hrvatskih vojnika i smanjiti rizik njihova stradavanja na najmanju moguću mjeru. Na strateškoj razini to znači da je Hrvatska i dalje spremna još više nego danas podržati napore NATO-a u vojnim operacijama oslanjajući se na tehnološki napredna sredstva potpore borbenim operacijama. To znači da Hrvatska deklarira novu sposobnost članicama NATO-a i pomaže kolektivnoj sigurnosti vojnika članica Saveza u vojnim misijama gdje god su potrebne bespilotne letjelice. Nema sumnje da će uvođenje bespilotnih letjelica u postrojbe HV-a u Afganistanu kao i skora nabava dobro zaštićenih terenskih vozila IVECO za vojne misije, i to prije uvođenja oklopnih borbenih vozila u sastav HV-a, označiti jačanje hrvatskog vojnog kontingenta u NATO-ovim operacijama. Već je najavljeno sudjelovanje 300 pripadnika HV-a u vojnim misijama, što je znatno više nego ove godine.

    Prije bilo kakvog kretanja na borbene zadaće, letjelicom Skylark hrvatski vojnici moći će izviđati područje svog interesa, nadzirati prometnice, objekte i otkrivati neprijateljske vojnike u zasjedama. Hrvatski vojnici prije svake misije patroliranja nepoznatim i nesigurnim područjem imat će mogućnost bespilotnim letjelicama snimiti cjelokupnu situaciju na terenu, što se smatra obavještajnom pripremom bojnog polja, i na temelju takve pripreme donijeti odluku s kojim snagama i kojim pravcem krenuti na zadatak.

    Skylark će moći djelovati u krugu od pet do 10 kilometara, na operativnoj visini do 1 km, i moći će se kretati brzinom do 40 čvorova. Ta letjelica može ostati u zraku dva sata i od tereta pod sobom nosi kameru u boji i infracrveni senzor koji otkriva ciljeve u daljini. Specifičnost takve bespilotne letjelice raspona krila 2,4 metra i težine pet kilograma je u tome što se lansira s ramena vojnika, odnosno zamahom njegove ruke, lako je sklopiva, nosi se u specijalnom rancu, a njome upravlja vojnik sa zemaljske minijaturne postaje veličine laptopa. Neuobičajeno je za tu kategoriju bespilotnih letjelica da Skylark ima stabilizirane elektrooptičke sustave sa zumom 10:1. Hrvatske vojne stručnjake posebno je zadivila sposobnost Skylarka da se svaki put spusti na samo pet metara od operatera. Osim toga, Hrvatska će iduće godine kupiti i dvije izraelske višenamjenske bespilotne letjelice Hermes 450 za potrebe hrvatske Obalne straže, MUP-a, Ministarstva prometa i veza, te Hrvatske vojske, ali samo u ratnim uvjetima. Nabavom bespilotne letjelice Hermes 450, čiji je proizvođač tvrtka Elbit Systems, troškovi praćenja stranih ribarica u hrvatskim vodama, nadzora granice, odnosno mjesta prolazaka ilegalnih migranata prema zapadu, praćenja požarišta na obali, bit će pet puta manji nego danas, a rezultati njezine uporabe neusporedivo veći, jer se Hrvatska još uvijek koristi neučinkovitim i skupim sredstvima nadzora.

    Prije svega, riječ je o derutnim plovilima Hrvatske ratne mornarice, preciznije rečeno, jedinom brodu sposobnom za isplovljavanje na otvoreno more, vodonoscu “Andrija Mohorovičić”, potom zrakoplovima Air Tractor ili helikopterima Mi-8. Ne treba posebno spominjati koliko stoji sat letenja zrakoplova ili helikoptera za iste namjene. Uz te dvije letjelice u paket nabave sustava Hermes 450 za Republiku Hrvatsku uključene su i dvije dnevno-noćne kamere, jedna zemaljska postaja, jedan set opreme i alata na zemlji, jedan terminal za obradu podataka, obuka u Izraelu za posade koje upravljaju letjelicama kao i za tehničko osoblje koje će ih održavati. Osim toga, Hrvatskoj će biti dostavljena tri kompleta priručnika za korištenje letjelice i njezino održavanje kao i komplet rezervnih dijelova.

    Hrvatska će već iduće godine postati jedna od rijetkih zemalja izvan NATO-a kojoj se dopustilo da bude opremljena bespilotnim letjelicama izraelske proizvodnje. Da je tome tako pokazuje podatak da izraelske bespilotne letjelice danas u svijetu mogu kupiti jedino zemlje kao što su SAD, Velika Britanija, Kanada, Australija i Poljska, zapravo najveći američki saveznici u ratu protiv terorizma. Takav proizvod nije dostupan svim zainteresiranim zemljama i odobrenje za njegovu kupnju ima i političku težinu.

    Na taj način, Hrvatska daje do znanja i članicama EU kako ulaže dodatan napor u borbi protiv ilegalne migracije, odnosno, zaštiti svojih granica na kopnu i moru, što će biti vrlo važno datumom ulaska Hrvatske u punopravno članstvo EU i uspostavom Schengenskog režima.

    Hermes 450 ima radijus kretanja do 200 km i može ostati u zraku do 20 sati. Krstareća brzina mu iznosi 70 čvorova, a operativna visina leta mu je 2,5 km, premda se može podići na maksimalnu visinu do 5 km. Dugačak je približno pet metara. U uporabi je izraelskih i američkih oružanih snaga, a na njegovoj platformi se radi program “Watchkeeper” vrijedan 700 milijuna američkih dolara za potrebe britanskih oružanih snaga.

    Povijest bespilotnih letjelica u Hrvatskoj pokazala je svu njihovu važnost i korist za vrijeme Domovinskog rata. Snimke bespilotnih letjelica Glavnog stožera Hrvatske vojske, angažiranih na području Knina i Dalmatinske zagore za vrijeme “Oluje”, poslužile su pri utvrđivanju odgovornosti generala Ante Gotovine za prekomjerne topničke udare na Knin. Analizom snimki bespilotnih letjelica utvrđeno je da Hrvatska vojska nije prekomjerno rabila topništvo u osvajanju Knina. Vod bespilotnih letjelica s područja Sinja je za vrijeme “Oluje” izviđao sve srpske položaje oko Knina, njihovo kretanje i manevarsku snagu, komunikacije kojima su se povlačile, a osobito je važna bila uloga bespilotnih letjelica u korekciji i navođenju topničke vatre hrvatskih postrojbi na poligon Crvena zemlja, gdje je bilo koncentrirano srpsko topništvo koje je sprječavalo prodor gardijskih postrojbi HV-a bliže Kninu.

    Nakon što je bespilotna letjelica precizno navela haubičke divizijune Hrvatske vojske na ciljeve oko Crvene zemlje i nakon uništenja tih ciljeva, pripadnicima profesionalnih postrojbi 4. i 7. gardijske brigade više nije bio pružan otpor dok su ulazili u Knin. Osim snimaka područja Crvene zemlje, postoje i snimke grada Knina za vrijeme operacije Hrvatske vojske. Njihovom analizom utvrdilo se da su oštećenja u gradu nastala udarom hrvatskog topništva na vojne ciljeve, odnosno zgradu glavnog vojnog zapovjedništva krajinskih Srba, vojarnu Golubić u kojoj je krajinska vojska bila smještena, dok je stupanj razaranja civilnih kuća bio zanemariv.

    Bespilotne letjelice HV-a bile su za vrijeme rata stacionirane u Slavonskom Brodu, Sinju i na Plesu. Premda su bile domaće konstrukcije, najveći dio sofisticirane opreme bio je njemačkog i izraelskog podrijetla, uključujući zemaljsku postaju za upravljanje letjelicom. Za njih se u javnosti prvi put čulo nakon “Oluje”.

    Nisu samo hrvatske bespilotne letjelice kružile nad okupiranim područjem Krajine i BiH. Prije “Oluje” trebalo je provesti akciju Ljeto ‘94. i Zima ‘95. U planiranju operacije dolaska hrvatskih trupa iznad Knina SAD je pomogao u obavještajnom dijelu operacije. Da bi se točno moglo planirati prodor preko bosanskih planina u zaleđe Knina, trebalo je mnogo informacija o kretanju srpskih trupa, sustavu veza, kripto zaštiti, postavljenim topovskim punktovima. Budući da je SAD više zanimala situacija u BiH nego u RH, tražio je od Hrvatske da mu se omogući instaliranje vojne baze s bespilotnim letjelicama. No osnovni uvjet je bio da to bude najstrože čuvana tajna, kako ne bi izgledalo da se SAD stavlja na jednu stranu u tome ratu. Odabran je otok Brač, koji se mogao dobro čuvati.
    Tamo su bili stacionirani sva oprema i ljudstvo predvođeni CIA-inim stručnjacima s bespilotnim letjelicama dugog dometa, koji su pokrivali cijelu BiH do srpskog koridora na Savi. U njenom dometu je bilo i cijelo područje krajine u Hrvatskoj. U to vrijeme nitko u Hrvatskoj nije znao što se zapravo događa i skriva na Braču. To nisu znali ni Nijemci, koji su tamo 1. siječnja 1994. poslali svog vojnog atašea. Nakon incidenta u kojem je ataše pokušao snimiti bazu i bio uhićen cijela baza je prebačena u Šepurine pokraj Zadra, te je oko nje postavljena trostruka linija zaštite. Oprema iz SAD-a dovozila se preko noći, a iz Šepurina se bespilotnim letjelicama pokrivao svaki kutak Krajine i BiH. Amerikanci su imali prešutan dogovor s HV-om da im ustupe sve snimke terena i srpskih trupa, a u realnom vremenu slika se izravno preko satelita prebacivala u Pentagon. U prostorijama s ekranima neprestano su cijelu situaciju nadgledala tri američka i tri hrvatska časnika.

    Svojevrsna majka svih ultralakih bespilotnih letjelica, kao što je Skylark, je 3,8 kilograma teška letjelica AeroVironment FQM-151A Pointer pokretana elektromotorom. Prvi je put poletjela 1986. opremljena crno-bijelom kamerom čija se slika prenosila na zemaljsku postaju. Prvi je put operativno rabljena još 1991. u ratu za oslobođenje Kuvajta. Cjelokupni sustav s dvije bespilotne letjelice može se prenijeti u dvije naprtnjače mase 22 kilograma. U međuvremenu je Pointer prošao kroz cijelu seriju modernizacija, uključujući dodavanje GPS sustava navigacije i termovizijske kamere 1995. I danas se rabi i u Afganistanu i u Iraku. Američko pješaštvo rabi 555 letjelica, SOCOM ima 94, a američko ratno zrakoplovstvo 32.

    AeroVironmentov RQ-11A Raven još je lakši – masa mu je samo 1,9 kilograma. Ušteda na masi postignuta je ugradnjom naprednijih baterija i lakšeg elektromotora. Prvi je put poletio 2001., a u operativnu je uporabu ušao dvije godine poslije

    Rukom lansirana letjelica
    Elbit Systemsov Skylark je rukom lansirana bespilotna letjelica koju vojnik može nositi na leđima. Lansira se rukom, a koristi se za promatranje iza brda i misije izviđanja.
    Skylark je primjenjiv i za osiguranje perimetra, nadzor granice, a u Hrvatskoj će se vjerojatno koristiti i u misijama Obalne straže. Može se koristiti i za antiterorističko djelovanje, kao i u policijskim akcijama

    And for the RBS-15 missiles n the trucks are not mothballed n they appeard last year at the croatian armed forces day

    And for the jets, they said even though the F-16 is one of the most known jet in the world the Jas is more of a contender unofically. And i agree. The F-16 can be more easly be shot down by anti-aircraft missiles and picked up by radar. And u have to be on good terms with the americans at all times to get spare parts n stuff like that unlike with the sweeds.

    As regards the video Slobo linked to, the end of the film shows a newspaper mentioning Cakovec, a town in north-west Croatia in the region of Medjimurje. Can’t really tell the make of the plane, but a J-21 is possible…

    As for Ustasa’s pictures

    The APS-95 assault rifle was never in wide-spread use by the Croatian armed forces- it’s generally considered to be a failure.

    The new fighter jet question has not been decided yet. The decision should come this year (because the MIGs are all high-hour airframes and should be replaced by 2010), but the President at the CroAF Day said that this would be depended on the budget. While most of the operational staff seems to favour the Gripen, the decision is by no means a shoe-in. Recent trips by the Prime Minister to the US show that the F-16 is still a strong contender.

    The AFV decision should have been reached this year, but has been postponed. Why exactly is not clear.
    The decision is still up between Pandur by Steyr and Patria AMV.

    Presently, there are no concrete (publicly-known) plans for Croatia to purchase UAV-s for surveillance. During the war for independence, there was a large cottage-industry for producing small recce UAV-s, and it seems that some are still in service.

    The coastal launchers MOL (RBS-15 on Tatra trucks) are, for all intents and purposes, mothballed. They made no appearance at any of the recent military parades.

    The new helicopters are in repayment of Russia’s debt to Croatia (actually, the part of USSR’s debt to Yugoslavia that was alloted to Croatia). There are only 10 because the AF opted for a comprehensive package (it is only unclear if AT missiles will be included).

    The Mil-24 attack helicopters are down (non-flyable), and are being sold for 500.000 US dollars for the lot of 13 helicopters.

    For the UAVs they already planned and decided to buy 2 of them from isreal for now. U can look it up at nacional.hr. For the APS-95 i know already that its not widesperd. And as for the mils the minister of defence Roncevic said that they will stay n will probly become flyable in case of an attack as i read.

    For the UAVs they already planned and decided to buy 2 of them from isreal for now. U can look it up at nacional.hr. For the APS-95 i know already that its not widesperd. And as for the mils the minister of defence Roncevic said that they will stay n will probly become flyable in case of an attack as i read.

    No. The M16 is probably there due to exerices with US troops. Croats as do Yugoslavs primarily use Ak-47/74 or the local made versions of those and specops usualy prefer Hk MP5. Though in croatia now you cand find Gali (though not common) and in Yugoslavia localy made version od AK-74SU/AKR is being intrduced insted of 47/74 versions. But as I mentioned Mp5 is still weapon of choice.

    Alot of our speacial forces has Heckler&Kotch assault rifles
