But Russia not being able to develop a fighter against F-22 is underestimation..
First development cost in America is extremely high So it explains high price for Raptor
Secondly,Why Do you think Russia needs to spend same amount money on developing 5th generation fighter as US has done..
Agreed that Russia alone cannot generate money to develop but Russia could always rely on India,China and scout for other possible partners…And also Russia may not be so possesive in selling its 5th generation fighter as America will be..So generating funds might not prove that difficult as it seems to be
