What is the story behind this one?

It´s very simple flex… in 1998 the venezuelan government bought six Blackhawks to improve the capacity of the Venezuelan army air wing… but in 1999/2000 when the machines were ready to delivery, the current venezuelan president canceled the order…. after that; these six helicopters finished in the brown/green camo were delivered to Colombia.

It was offered to Venezuela some time ago for the civilian SAR service, although the deal wasn´t closed…

IIRC; this offer still is open…
