if you recall they went ahead with making the hull before the superstructure design was fully fleshed out. perhaps the finalized superstructure design needs some changes in the interior of hull.

a brief search reveals Mistral can take 450 troops sustained(900 short), 2 LCAC or 4 LST, a regiment of heavy MBTs/many many trucks and lotsa supplies plus has room for command staff to act as flagship. hanger for 10 NH90 sized helos + 10 more on deck in a emergency. top speed is not much at 20 knots but is surely a beefy ASW flagship if need be. podded propulsor for manouvering into those shallow, small caribbean style ports in the andamans!

Navy pilots head for ‘top-gun’ training in US

NEW DELHI: If IAF fighter pilots can undergo training in UK till Hawk AJTs (advanced jet trainers) start being delivered to India, then why should Navy pilots be behind in learning “top-gun” skills?
The Navy has now sent its first batch of rookie fighter pilots to the US for training on combat manoeuvres from aircraft carriers.
The aim is to build a pool of pilots to fly MiG-29Ks from Russian aircraft carrier Admiral Gorshkov, now rechristened INS Vikramditya, when it’s inducted by end of 2008.
Under the $26-million agreement, 32 Indian Navy pilots will undergo the 18-month training programme for carrier-borne operations with the US Navy over a four-year period.
“The first four pilots are now in the US after initial training with IAF. The next batch will go after six months,” said a senior Navy officer on Sunday.
At present, Indian naval pilots fly Sea Harrier jump-jets from the country’s solitary aircraft carrier INS Viraat.
“Harriers are unconventional since they land vertically, even though they usually take off from the angled ski-jump on Viraat’s 745-feet runway,” said an officer.
“Today, we do not have the expertise to land on ship decks, with arrestor wires, with conventional fighters like MiG-29Ks,” he added.

The Rs 8,000-crore Hawk AJT project, signed with UK in March 2004, includes training of 75 IAF pilots in batches at RAF Valley in Wales till the 66 AJTs start being inducted from mid-2007 onwards.
But Navy pilots cannot be trained on these AJTs for carrier landings and take-offs. Consequently, they will be trained on T-45 Goshawks at US Naval air stations at Meridian and Kingsville.
On returning, they will take to the 16 MiG-29Ks, ordered along with 44,570-tonne INS Vikramditya in the $ 1.6-billion package deal signed with Russia in January 2004.
India will also acquire another 12 MiG-29Ks, which will provide fleet air defence with an anti-warship and reconnaissance role, for its indigenous 37,500-tonne Air Defence Ship (ADS), to be ready around 2012.
While the ongoing modernisation refit on INS Vikramditya includes removal of missile launchers on the bow to build a ski-jump at a 14.3-degree angle for MiG-29Ks, the ADS will have two runways with ski-jumps and a landing strip with three arrester wires.

India, France Sign Agreements to Build Six Submarines (Update1)
Oct. 6 (Bloomberg) — India and France signed agreements valued at a combined $3.5 billion to build six submarines for the South Asian nation, which is seeking to equip its defense forces with modern equipment.
Armaris, a joint venture between Thales SA, Europe’s biggest maker of defense electronics, and DCN, Europe’s largest military shipbuilder, will transfer technology and design to Mazgaon Dock Ltd. in Mumbai, where the six diesel-powered Scorpene submarines will be built, the government said in a statement in New Delhi today, after the agreements were signed.
India is buying submarines and fighter aircraft as part of a plan to upgrade its defense forces. Separately, the Indian Air Force is seeking to buy 126 fighter jets for more than $9 billion.
Armaris will also supply combat systems. The deal represents about 900 million euros ($1.09 billion) in sales for DCN. Thales said Sept. 12 its portion is valued at almost 600 million euros.
MBDA, Europe’s biggest missile maker, signed an agreement with India’s defense ministry to equip the submarines with Exocet missiles.
The Indian Navy says it needs more ships, submarines, aircraft, missiles and weapons to protect the country’s 7,000- kilometer (4,350-mile) coastline and the nation’s offshore infrastructure, estimated at 1.25 trillion rupees ($28 billion).

“To ensure the nation’s maritime interests remain safe, India is committed to a strong, capable and balanced three- dimensional navy, in which submarines have a very important role to play,” Arun Prakash, Indian navy chief, said at the signing ceremony.
The agreements were signed by Indian defense ministry officials and French officials, including representatives from Armaris and MBDA.
The agreement “will be seen as a landmark in the continuation of the process of strengthening Indo-French defense relationship and beyond that, of Indo-French strategic partnership,” said Dominique Girard, France’s ambassador to India.
The first Scorpene submarine will be ready for induction into the Indian Navy by 2012 and the remaining five will be delivered at intervals of one year each thereafter, the statement said.

probably because the US already has 18 SSBNs armed with thoroughly modern TD-5 SLBMs plus countless ALCMs and SLCMs. but anwyay, the US *is* carrying out lot of nuclear research just not testing because they have figured out ways to get by without doing so.
