JASDF announced investigation result, and cause is pilot’s operation mistake.
Aircraft has a “kansei kijun souchi”, or “inertial reference device”, that understands the acceleration, attitude, and position of aircraft.
Before this device was working, pilot moved aircraft towards taxiway.
Device misunderstood aircraft as moving faster than its actual speed, and to avoid aircraft from roll over, its protecton function automatically limited steering of landing gear brakes and wheels.
Pilots could check cockpit display to confirm device was working or not, but because crew were training emergency take off, pilots did not check cockpit display.
Current manual does not warn case of moving aircraft before device is fully working.
JASDF will improve operation procedure manual, and pilots’ education.

Aircraft could not turn, overran across runway, and stopped on grass.
One of two C-2 scheduled for simulating movements until take-off, but not actual take-off, on same day.
Six crew not wounded.
Runway closed three hours, until C-2 towed to air base.

JASDF had 13 YS-11, and nine remain.
Eight are active for airport check flights.
#152 was the only remaining JASDF YS-11 for personnel transports amongst air bases.

11:48, lost radar and radio contact, about 18 NM or 33 km west of Hakodate AP.
Instrument flight during low visibility that already grounded fire department and police helicopters.
From 12:45, JASDF and JMSDF aircraft began SAR near last location in JASDF radar.
2017/05/16, dawn, fire department, police, soldiers, and civilian hunters mobilised for ground search.

JMOD announced accident aircraft normally had flight recorder and voice recorder, but on accident day, because electric system malfunctioned, flight recorder was not in aircraft.

130 soldiers, about 15 F-2, and some T-4 detach to Hyakuri AB.
25 soldiers and about seven T-4 detach to Matsushima AB.

Landing gear reguarly disassembled and checked every 2,400 flight hours.
Accident aircraft was 530 hours after last check.
After this accident, revised to every 200 hours, electricity would pass through axles to check for cracks.

Retired, after 20 years, since Blue Impulse replaced T-2 by T-4 in 1996.
Kawasaki built 212 T-4.
Blue Impulse version T-4, 11 were new built, two were converted from trainer version T-4.
Blue Impulse version has:
Bird strike resistant canopy glass and HUD.
Low altitude warning system.
Part of fuel tank converted to smoke oil tank.
Rudder action angle increased.
Blue Impulse had nine T-4.
Six for acrobat flight.
Three as spares, or for maintenance rotation.
On 2011/03/11, East Japan Earthquake, six operatonal T-4 and one spare T-4 were deployed to Asahiya AB, Fukuoka Prefecture, for Kyuushuu Shinkansen (Kyuushuu bullet train line) opening ceremony on 2011/03/12.
One T-4 was at Kawasaki factory, Gifu AB, Gifu Prefecture, for IRAN.
One T-4 was flooded at Matsushima AB.
