JASDF announced accident report.
According to flight data from flight recorder, 12 seconds before crashed into mountain, ground proximity alarm sounded.
Two seconds after alarm sounded, muted by pilots.
Because Visual Flight Rules mission required low-altitude flight without air traffic controller’s guidance, ground proximity alarms sounded frequently.
Pilots muted alarms to allow conversation amongst pilots and crew.
Additional, pilots’ flight plan was planned lower than heights of nearby mountains.
Superior officers who saw plan, did not pay attention to this mistake.
Accident area was cloudy weather.
