    Calling Pakistan a “key ally” in the ‘war on terror’ and a “friendly nation” to the US, the Bush administration has notified Congress that it is planning to sell Harpoon Block II anti-ship missiles and related equipment and services for a total value of $370 million to the south Asian nation.

    Notifying Congress of the impending sale, the Defence Security Cooperative Agency said Pakistan has requested for a possible sale of 50 UGM-84L (submarine-launched), 50RGM-84L (surface-launched), and 30 AGM-84L (air-launched) Block II HARPOON missiles along with five encapsulated HARPOON Command Launch Systems.

    The Agency said that 115 containers; missile modifications; training devices; spare and repair parts; technical support; support equipment; personnel training and training equipment; technical data and publications; US Government and contractor engineering and logistics support services were also requested by Pakistan.

    “This proposed sale will contribute to the foreign policy and national security of the United States by helping to improve the security of a friendly country that continues to be a key ally in the global war on terrorism,” the agency said.

    Missile test site was not disclosed … The impact of the missile in terms of CEP is almost 0.01% of the total range, making it deadly acurate at such long distance. As for as map of its range is concern, i give u an idea. It can reach till the borders of Burma in east, It covers whole of Afghanistan and almost all centeral asians republics…

    Defense Budget will see hike of 10-15 % in new budget

    ISLAMABAD: Defense budget for the next fiscal year 2006-07 is likely to be increased by 10 to 15 percent to meet the country’s defense needs and in view of geo strategic situation in the region.

    To this effect, the federal government is finalizing the Rs 1.159 trillion federal budget for the fiscal year 2006-07 to be presented on June 5 in the National Assembly by Minister for state for finance Omar Ayub Kahn.

    According to Finance Ministry sources, keeping in view the country’s defense requirements and the geo strategic situation in the region 10 to 15 percent increase is expected over its total volume. Current year the defense budget is Rs 223 billion.

    However the finance ministry has sought recommendations from the GHQ and the defense ministry in this regard.

    While tax recovery targets would be fixed at Rs 860 billion while the tax revenue target is fixed at Rs 690 billion in the current year.

    Budgets of Education, health, social sector, poverty elimination and agri sectors would also be increased on the directives of the Prime Minister Shaukat Aziz while chairing a pre budget meeting, sources said.

    Rs. 342 billion would be given out for the Public Sector Development Programme (PSDP).

    It seems that F-16 news is not big enough to capture ur attention. Anyway, Another strategicaly important development is about to happen. let see how u take it. Specially A-2-S be my guest to comment on it.

    NEWS UPDATE:

    JF-17 PT-04 is all set to leave the ground:
    JF-17 thunder Prototype-04 is all set to take its maiden flight with in the month of April. PT-04 is year ahead of its schedule. This prototype will carry the whole range of avionics and weapon systems in the air for the very first time. After PT-03 the project went under several modifications. The Modified PT-04 includes DSIs, extra wing span, Modified airframe, better avionics suit and reported to be 200kg lighter with 200kg more internal fuel capacity than the previous prototypes. Taxing tests of the Jetfighter are completed and it is almost set to leave the ground. Pakistan is expected to start its serial production by the end of this year or in the very beginning of 2007. (if everything goes as scheduled)
    In supplement to that Cabinet of Pakistan have approved to form a joint working group with Chinese CAC to examine the option of J-10 single seat advance aircraft. Pakistan Air force is taking deep interest in this aircraft which is known as secret machine of china.

    With exception to my amateur knowledge probability of hitting a ballistic missile in air with even most advance ABM (Patriot-3, Arrow-2) is between 40-60%. So if ballistic missiles are fired in numbers then they can penetrate any ABM shield. Like if 10 fired most probably six to seven will reach the target. The way i observe it, US and Allied forces took the advantage of first strike in both the Gulf wars. That is, hundreds of cruise missiles followed by a massive air strike. Enemy got paralyzed in just 3-4 hours of initial fight.

    KARACHI, Pakistan — Two suicide attackers detonated a bomb during an outdoor Sunni Muslim prayer service Tuesday, killing at least 55 people and wounding dozens. In the mayhem that followed, angry mobs torched cars and hurled rocks at police, who fired warning shots in the air.

    The explosion occurred near leaders of the Sunni Tehrik religious group, which helped organize the prayer service at a downtown Karachi park, police chief Niaz Siddiqui said.

    The religious leaders were sitting near a stage erected in front of the thousands of Sunni Muslims marking the birth of Islam’s Prophet Muhammad. Several leaders were killed.

    “The bomber used about 5 kilograms (11 pounds) of explosives obtained locally, and we have collected his body parts,” Siddiqui told The Associated Press on Tuessday.

    On Wednesday, a spokesman for the government of southern Sindh province of which Karachi is the capital, said 57 people _ including two bombers _ died in the bombing and about 100 were injured.

    The spokesman, Salahuddin Haider, said two headless bodies were found in the aftermath, indicating a pair of attackers.

    President Gen. Pervez Musharraf condemned the attack and ordered increased security at religious sites, adding that the culprits “will not go unpunished,” according to a statement issued on Pakistan’s state-run news agency.

    It was not immediately clear who was responsible for the bombing, one of the deadliest ever in Pakistan, a key U.S. ally in the war on terrorism. Attacks in the past have been linked to simmering Shiite-Sunni Muslim tensions, and most have been blamed on outlawed extremist groups.

    Mayhem erupted after the explosion. Scores of men wearing white, blood-splattered robes clambered onto the stage to assist victims, some apparently dead and others wounded and waving their arms for help.

    “I saw body parts everywhere,” Mohammed Asif said. “I saw people collecting body parts and putting them into ambulances.”

    Crowds of people ran frantically in different directions, many aiding and carrying the wounded to dozens of ambulances. Some waved green flags bearing Quranic scripture. Others wept openly. A thick cloud of white smoke from the blast hung above the park.

    Police officers fired into the air to disperse crowds that massed at the scene.

    Soon after the bombing, violence erupted in nearby areas as groups of youths burned a gas station, buses and several cars. Another mob pelted security forces with stones after the blast.

    Television footage inside several Karachi hospitals showed scores of victims being treated in crowded wards. A screaming woman wailed over a person killed in the blast, the body covered by a white sheet on a hospital bed.

    A young boy with burns on his face said he was praying in the park when the massive blast went off.

    “I saw fire and smoke after the big explosion,” the unidentified boy told Geo television.

    Two prominent Sunni Muslim clerics were among the dead: Akram Qadri, a senior leader of the Sunni Tehrik group that organized the service, and Karachi Sheik Hanif Billu, government and hospital officials said.

    “Whoever did this was not a Muslim,” said another Tehrik leader, Tanveer Shafi.

    Karachi has been the scene of several bombings and other attacks since Pakistan became a key U.S. ally after the Sept. 11 attacks.

    Yea! Sure. Even i don’t have a doubt that brahmos is an excellent system. But you should also take a little glimpse of what Indian analysts say about Pakistani Weapons. With exception of few, who some how trying to justify India’s inefficiency in missile and strategic weapons development and they normally hide behind the crap of Pakistan’s acquiring missiles from third source, others really see Pakistan as an example to follow. I can bet on it. Just little bit of browsing is all you need

    Who on earth can stop that from happening , Just beg/borrow/steal a few dozens from China, NK or from any where you could ( who better knows the black market than the Pakistanis ) , Paint It & Fire It , tell the friendly PR Army Guy to claim that research has been going on for 10 years at KRL or NDC .

    Quite interesting that Indian Intelligence and military wasn’t aware of the fact that we have equipped our self with cruise missile and a Malaysian based Indian writer knew the whole story of Babar missile. How? This really makes me do some google. And guess what I found.

    Writer penguin K. Songupta’s proficiency is that he read two or three different articles about Ukraineian Cruise missile scandal (which never mentioned Pakistan) and then cleverly placed Pakistan, KRL and A.Q.Khan in it. And further investigation, Emails and surffing through different forums I found that where ever people are talking of weapon transfer, Indians are some how trying to make some link of Pakistan and KRL and A.Q.Khan in it . Whether it is relevant or not but they are just doing it at their best. For example

    KIEV — A Ukrainian government probe into lucrative illicit weapons sales by officials loyal to former President Leonid Kuchma has led to secret indictments or arrests of at least six arms dealers accused of selling nuclear-capable missiles destined for Russia to Iran and China, a high-ranking intelligence official said Friday……….Ukraine’s intelligence agency, the State Security Service, launched its investigation of the case involving Iran and China on Feb. 14, 2004, during Kuchma’s presidency. But the probe was never publicized until this week when lawmaker Hrihoriy Omelchenko — a reserve colonel in the intelligence service — wrote to Yushchenko asking him to pursue a full investigation. Omelchenko made his letter available to The Associated Press.
    Six missiles purportedly ended up in Iran and another six allegedly went to China, although export documents known as end-user certificates recorded the final recipient of some 20 Kh-55 missiles for sale as “Russia’s Defense Ministry,” according to Omelchenko’s letter. He did not say what happened to the eight remaining missiles.
    The missiles allegedly sold to Iran were unarmed, but are designed to carry 200-kiloton nuclear warheads. Western nations have accused Iran of trying to develop a nuclear weapons program, an allegation Tehran denies. China is a declared nuclear weapons state………………….

    According to Omelchenko’s letter, in 2000 Russian national Oleg Orlov and a Ukrainian partner identified as E.V. Shilenko “exported 20 Kh-55 cruise missiles through a fake contract and end-user certificate” with Russia’s state-run arms dealer and with a firm called Progress, which is a daughter company of Ukrspetseksport — Ukraine’s weapons exporting agency.

    Last year, Ukrainian prosecutors indicted Orlov and Shilenko in absentia for illegal weapons trading, the intelligence official said. Orlov was detained on July 13 in the Czech Republic…..

In its 2001 report, the UN Security Council implicated Orlov and his Cyprus- and Dubai-based EMM Arab Systems Ltd. in sanctions busting related with ferrying weapons and supplies to Angola’s rebel UNITA group. The Kh-55, known in the West as the AS-15, has a range of 2,975 kilometers and is designed to carry a nuclear warhead with a 200-kiloton yield. Iran does not operate long-range bombers but it is believed it could adapt its Soviet-built Su-24 strike aircraft to launch the missile. The missile’s range would put Israel and a number of U.S. allies in the region within reach.

Khan Research Laboratories (KRL) was already collaborating with a Ukrainian company — TOCHNOST Central Design and Project-Technological Office — for co-developing three specific weapon systems: the Kvitnyk 155mm laser-guided field artillery projectile; Combat 125mm laser-guided anti-tank/anti-helicopter round fired from main battle tanks; and the ADROS-KT01AV infra-red countermeasures suite designed for jamming the imaging infra-red (IIR) seekers of air-launched precision-guided munition…Rest of the artilce is based on self made stories..No authenticity in it

    *No investigation report had ever mentioned that so-called 12 smuggled Kh-55 had ever reached Pakistan.You would have noticed how he placed KRL and AQ khan in it.

    *Babur have no system similarities with kh-55. It is most likely based on Tomhawk Cruise missiles which landed in Pakistan in 1998

    *Yj-62 of China, Ghadr of Iran, and Babur Of Pakistan are entirely different class of missiles. Most prominently Yj-62 primarily is a antiship missile and Babur is a Land attack terrain Hugging Cruise missile. Ghadr is not even a cruise missile it is a missile based on Shahab-3 GHADR MISSILE

    yea, we’ll see.. Just for the sake of information.The missiles scandal of ukraine involved just Ground to Air missiles(Nightmare: Pakistan can have SA-10 ABMs). Cruise missile trafficking had never been reported until ur reporter out of the blue came up with this.

    Indian Response

    Faced with the prospect of nuclear-tipped LACMs being launched by both its northern and western neighbours in times of hostilities, the MoD has planned a three-pronged approach to counter this threat. Firstly, it has authorised the India-Russia joint venture BrahMos Aerospace Ltd to increase the BrahMos MRCM’s speed to Mach 7 by possibly using DRDO-developed scramjet technologies. Secondly, it has pumped in additional funds for fast-tracking the indigenous R&D effort (with heavy Israeli industrial involvement) aimed at fielding two variants of the Sagarika 1,500km-range nuclear-capable LACM — air and submarine-launched — by 2008. Thirdly, it recently approved the Indian Air Force’s (IAF) request for procuring on a fast-track basis, another three Extended Air Defence Tethered Aerostat systems off-the-shelf from Israel Aircraft Industries’ ELTA Electronics subsidiary, to add to the three presently in service. To be deployed in the Rann of Kutch and Jammu, each such system comprises a large, unpowered balloon moored to the ground by a long cable and positioned at altitudes between 10,000 and 15,000 feet. It is tactically relocatable and contains ELTA’s EL/M-2083 active phased-array radar, can remain on station for 30-day periods providing 24-hour-per-day coverage out to a distance of 500km in a look-down mode. The IAF intends to use such radars for accurately tracking Pakistan’s future ballistic missile and LACM test-flights without fail. Pakistan’s ballistic missiles are launched from a firing range near Nowshera in the North West Frontier Province , the Tilla Range near Jhelum , Sonmiani Range 75km north of Karachi , and the Ratla Range off the Siwalik Hills west of Dera Ghazi Khan. The missiles’ impact points are either in the Arabian Sea or at Sandhak, 50km east of the Iranian border in Baluchistan province. The Babur was launched last year from Sonmiani towards its designated target located at Sandhak.

    Project Sagarika’s Timeline

    1990: DRDO forms a sub-group comprising its Hyderabad-based Defence Research and Development Laboratory (DRDL) and Bangalore-based Defence Avionics Research Establishment (DARE) to begin R&D work on a submarine-launched, medium-range land-attack ballistic missile (MRBM), called Sagarika. Its estimated R&D cost is pegged at US$33.3 million. The single-stage missile, fuelled by solid propellants, will have a 330km range with a 1-tonne warhead and 750km range with a 250kg warhead. It will be 8.5-metres high, use a solid propellant hot gas generator to vertically launch itself from its canister, and have a microprocessor-based closed-loop, strap-down inertial navigation system.

    April 2000: The debate on submarine- and warship-launched LACMs versus MRBMs heats up within the top echelons of the Indian Navy. Navy HQ subsequently veers more towards the LACM option, and is not in favour of procuring either the warship-launched 500km-range liquid-fuelled Dhanush or its submarine-launched Sagarika MRBM variant.

    May: With logistical help from the IN, a Class 209/Type 1800 diesel-electric submarine (SSK) of the Israeli Navy test-fires two turbofan-powered 1,500km-range Popeye LACMs (built by RAFAEL Armament Authority) off Sri Lanka’s western coastline in the Indian Ocean. One missile reaches its designated target off the coast of Oman , while another lands at a pre-designated spot off the coast of Gujarat . Israel , which has developed the LACM’s 200kg nuclear warhead containing 6kg of plutonium, subsequently shares details of this LACM and its warhead with the DRDO, DAE and IN. Following this, the IN finalises its decision to make the LACM its preferred sea-launched nuclear warhead carrier. The IAF too decides to use an air-launched variant of Sagarika. The DRDO, meanwhile, proposes to house such LACMs on board SSKs as a medium-term solution until the arrival of an indigenous nuclear-powered SSGN.

    May 2002: The Sagarika project undergoes a radical makeover, as Navy HQ now decides to forego the MRBM option and instead expresses a requirement for a nuclear warhead-tipped LACM with a required range of 1,500km and a desirable range of 2,500km (when equipped with twin bladder tanks). The IN also wants the high-subsonic LACM to be turbojet-powered, and launched from a 16-tube universal VLS that will also be able to fire the BrahMos supersonic MRCM armed with conventional warheads. The LACM will feature twin retractable, variable geometry (sweep) wings, while the air-launched variant will have fixed control fins and stabilisers.

    August: For developing and fabricating the Sagarika LACM, the DRDO awards contracts to Larsen and Toubro, Godrej and Boyce Manufacturing Co Ltd, and the DRDO’s DRDL, Research Centre Imarat, DARE, Advanced Systems Laboratory, Pune-based Explosives Research and Development Laboratory, and the Kolkata-based Electronics Research and Development Centre. Larsen and Toubro will fabricate the 16-cell VLS based on technical and engineering inputs provided by Russia ‘s RUBIN Central Design Bureau and BrahMos Aerospace.

    Mid-2003: BrahMos Aerospace unveils its proposal for equipping the RUBIN-developed Amur 1650 single-hulled SSK with an universal 8-cell VLS capable of firing both the BrahMos MRCM and proposed Sagarika LACM.

    December 2003: A high-level team from the DRDO visits Israel to negotiate joint development of weapon and sensor systems for the former’s ATV nuclear-powered submarine technology demonstrator. RAFAEL agrees to act as principal design consultant for the vertically-launched Sagarika LACM, especially its solid propellant booster, and the retractable 680lb-thrust turbojet that is being developed by the DRDO’s Bangalore-based Gas Turbine Research Establishment (GTRE).

    5 October 2004 : The MoD floats an innovative new approach to form partnerships between DRDO and private-sector companies to encourage the latter to develop ATV- and Sagarika-related systems and sub-assemblies. Under the new approach, called government-owned company-run (GoCo), the DRDO will enter into ventures with a small equity and guarantee private-sector firms that undertake to manufacture the products with a buy-back guarantee.

    October 27: The original Sagarika MRBM, now called Prithvi-3, is test-fired from a submerged VLS fabricated by Larsen & Toubro at the Integrated Test Range (ITR) at Chandipur in Orissa’s Balasore district.

    November: DRDO approaches UK-based THALES Missile Electronics Ltd for jointly developing a dual-mode long-waveIIR/94GHz radar seeker, called DMS, for the land-attack versions of both the BrahMos MRCM and Sagarika. The seeker, when fully developed, will have digital scene-matching area correlation capability.

    9 February 2005 : Defence Minister Pranab Mukherjee admits that there have been delays in the Sagarika’s R&D effort.

    February 11: DRDO Director-General Dr M. Natarajan flatly denies the existence of any project to develop the Sagarika LACM. However, senior DRDO officials unofficially confirm that a 40-strong DRDL-led team of designers and engineers is indeed overseeing the LACM’s development at an estimated cost of US$58.1 million over a seven-year timeframe. The R&D effort is led by the DRDL and includes 19 other DRDO laboratories, 21 public-sector undertakings and six private-sector firms.

    Early March 2006: Navy HQ and Air HQ decide to conduct six test-firings each of fully functional Sagarika LACMs under battlefield conditions by 2008. The navies of India and Israel hold their 4 th joint cooperation meeting in New Delhi during which progress on the submarine-launched Sagarika LACM is taken stock of.

    BABUR picked up pace after the Paks recovered that unexploded Tomahawk near Afghanistan. That event has certainly played a vital role in the development of BABUR.
