Ever heard of the so called “popular war doctrine”? Of the three components of the JNA
(active, reserve, territorial) ? Of the huge system of scattered depots and military facilities across the five republics and the two autonomous provinces ? What was the percentage of the buget for that reality?
in the Communist era the defece budget appears to have been around 30% of the whole state budget. It is currently les then 2% of the GDP.
I do not want to disspoint you but I think that even if Grippens or other modern jets could hipotetically be offered for free, it will be impossible to maintain or fly those with the current budget of the AAF. You have to resign to the logical eveidence that fron now on it will be an all helicopter air force.

Last time Hoxha traveled abroad was in 1961 when he went to Moscow and obviosly he went there by plane. He died in the country in 1985 while being still in power and his regime continued until 1991. His family also stayed in the country. No pilot was ever arrested in post communist Albania.
