    19 Billion dollars is much larger than the entire budgets of most countries in the region.

    It is also less that a third of China’s $60 Billion plus annual defense budget and about 2.9% of India’s GDP as opposed to the over 6% of GDP that China and Pakistan spend on weapons πŸ™‚

    US Congress seeks tough terms for arms supply to Pakistan

    WASHINGTON, Feb 22: The US administration should seek a stronger adherence from Pakistan to nuclear non-proliferation as a price for obtaining high-valued military equipment from Washington, says a recent report by the Congressional Research Service.

    The CRS, which advises Congress and writes policy briefs for US lawmakers, says that weapon systems that are not directly related to counter-terrorism cooperation should only be given to Pakistan if it agrees with US non-proliferation objectives.

    Such weapons include F-16 aircraft, anti-tank weapons, and other defence systems that Pakistan is seeking to offset Indian capabilities. This option could require Pakistan’s agreement to full cooperation on the Khan network, absolute commitment on no future transfers of nuclear or missile technology, and no new nuclear tests and restraint on nuclear and missile competition with India.

    As an incentive, the US administration should also offer Pakistan longe-term waiver of US nuclear and missile proliferation sanctions beyond the current year-to-year extensions in appropriations bills, the CRS says.

    “A key rationale for this option is that providing Pakistan with such high-value weapons systems is only warranted if the benefits exceed the cost,” the report says.

    “In this case, the cost to the United States is not just the dollar value of the weapons systems but also the inevitable complications for relations with India, a country with which the United States also has developed a de facto strategic relationship.” The CRS, however, acknowledges that the need for Pakistan’s cooperation in the war against terror constraints US efforts to prevent nuclear proliferation.

    A potentially significant problem with the approach of seeking Pakistan’s cooperation in return for high valued military hardware is that so long as a Pakistani ruler perceives that the Bush administration needs him more than he needs the United States, Pakistan is in a position to turn the tables on US policymakers.

    “That is, instead of treating the F-16s or other weapons systems as a ‘carrot,’ to be earned by additional cooperation, Pakistan could reduce or limit its cooperation on terrorism as a lever to get the United States to agree to allow the purchase of the aircraft and other desired hardware,” the CRS warns.

    The report notes that early this year, the Bush administration notified Congress of its intention to go ahead with a number of major weapons sales to Pakistan, but not the F-16s.

    “Although trying to use the sale of F-16s to Pakistan as leverage for more cooperation regarding the Khan network might be risky, President Musharraf’s domestic political vulnerabilities might give the US the upper hand in any test of wills,” the CRS notes.

    “In any event, withholding approval of the sale of the F-16s until Pakistan provides better cooperation on the Khan network may be the least risky of various options to pressure Pakistan to be more responsive to US nuclear proliferation concerns.”

    All foreign military sales from the US have to be approved by congress. Nice try dude and thanks for the laugh.

    Nope. Congress can block it if it wants to. The DSCA notifies Congress in writing of any sale proposal and Congress has 30 days to block it if it wants to. There is no need for an affirmative approval by Congress. I do this for a living and I know the laws quite well.

    Pakistan is now officially a Major Non-NATO Ally of the US under Section 517 of the Foreign Assistance Act of 1961 under the provisions of PL 104-164, (July 1996). This law was passed by Rep. Ben Gilman of the 20th Congressional District of New York, now retired.

    My sources in US Congressional circles tell me that the F-16 deal will be quietly announced during the summer break of Congress to prevent any action by the Indian lobby to block the deal. Apparently two large groups of PAF pilots are already in the US and training on the vipers. It looks like Pakistan will get the birds soon after the deal is formalized.

    Bush has already signed off on the sale of around 30 F-16s, all to be paid for by Pakistan with an option for another 35-40 later on. Musharraf has agreed to allow Pakistani territory to be used for action against Iran later this year, if taken. Iranian resistance group Mujahideen-e-Khalq has also been given access to operate from Pakistan and Pakistani coast is also open for coalition access to Iran.

    Apparently, India has been told about this already and that it is irreversible. To mollify India, E-2Cs,C-130Js and F-16s have been offered, but will not be accepted.

    Some surprising reports from Israel–Its dealings with India and its nuclear armoury

    Foreign report can reveal that the nuclear co-operation between India and Israel has never been as good as it is now. Eliyahu Leviteh, deputy director of Israel’s nuclear energy agency, paid a visit to India in early December 2004 for meetings with his Indian counterparts. It seems that India and Israel are building up an alliance against Pakistan, a Muslim nuclear power, and, just possibly, Iran, which the Israelis believe has nuclear ambitions. We disclose the latest information about the size of the Israeli nuclear forces.

    The visit of Leviteh, a veteran Israeli expert on nuclear non-proliferation, signals the highest level of secret co-operation with another country. How big are the nuclear arsenals of the two countries? Our informant believes that Israel has some 200 warheads capable of being launched from land, sea and air. The Indian arsenal is thought to be smaller.

    Information about Israeli-Indian co-operation is top secret. Our informant has few details but, apparently, Leviteh was authorised by the government to give India an idea of the effectiveness of the Israeli nuclear armoury.

    It appears that the Israelis have improved their platforms for carrying nuclear warheads. Foreign Report can reveal that Indian pilots visited Israel recently and were guests of the new strategic long-haul F-16I squadron. It is believed that the Indian pilots received a thorough briefing about this strategic squadron, which the Israelis are preparing, along with their F-151 squadron, for an attack on a foreign target, possibly Iran.

    US pilots outwitted

    Foreign report has obtained some intriguing information about a related development that could affect Israel’s relations with the pro-Israeli US administration. By our informant’s account, a number of Indian and US pilots practised dogfights, in which the US airmen expected their Indian counterparts to be wiped off their radar screens. The opposite is said to have happened. The US pilots were time and again ‘shot down’ by the Indian pilots. How come?

    When the US pilots were debriefed by their commanders, they insisted that the Indians were flying in strange formations, almost like the Israelis. When the US investigated, it discovered that the Indian interception pilots had received special training in Israel from Israeli interception pilots. But this explanation was not enough for the US top brass. Further investigation showed that the Israelis had sold some of their latest air-to-air missiles, which can be launched in 360 degrees, to India. The US was furious; its pilots have no missiles of this kind. The US was aware of the Israeli capability, but was astonished about the sale to the Indians.

    Amos Yaron, Director-General of Israel’s Ministry of Defence, was asked for an explanation by the US, which had provided the finance for the Israelis to develop their missiles, although not the know-how. Yaron’s explanation was not good enough for the US, so it approached the Israeli government and demanded Yaron be replaced. If he was not removed, there would be no US military co-operation. Nothing happened. Yaron will step down from his job in the summer. But what about Israel and the Indians?

    Our prediction: The close Indo-Israeli relationship will continue, as will the much closer Israeli-US relationship. Israel’s friends in Washington will see to that.

    Comparing with India seems to be the most dangerous job here. And the reporting becomes more childish. What people do to get topic closed. Before it becomes the usual I stop here cause I made it clear.

    Thanks to our own efforts and US efforts in the past few years and in the next couple of years, Pakistan will be ahead of India in the following areas

    Submarines
    Tank fleet
    MPAs
    Attack Helicopters
    AWACS
    Air defence radars
    CWIS
    APCs/IFVs
    Self proplled artillery

    Depending on the outcome of the F-16 decision and what block they will be, this lead may soon extend to frontline combat aircraft capable of matching the SU-30MKI

    I would save the rolling eyes for later……

    While you are wet dreaming, consider the following realities.

    1. The Pakistan dream list will take many years to get to fruition not just two.

    2. The cost of these systems will end up cutting some of the acquisitions. For instance – Erieye and Hawkeye = $3 billion,P-3C,CIWS deal = $1.2 billion, 28 F-16s = $1.2 Billion, MLUs = 60 * $15 m = $900 million.

    Total = $6.3 Billion. US baksheesh = $1.5 billion.

    Gap = $4.8 billion

    Pakistan’s defense budget is $3.1 billion as of this year.

    Economic realities will make sure that some numbers will be cut down and also that the deliveries will be spread out over many, many years.

    3. During the same years, India will acquire:

    1. A dozen Scorpene subs and 2-3 Akulas :dev2:
    2. 100 tracked and many times more wheeled SPA
    3. 124 Arjuns and 310 T-90s plus 300 CI T-72s
    4. More APCs
    5. Homegrown AWACS in addition to Phalcon
    6. 125 strike platforms – likely Mirage 2000-5s
    7. Hundreds of towed arty
    10. Brahmos – all 3 varieties
    11. Greenpines and homegrown AD radars

    etc. etc.

    I’m astonished at India’s current attitude, and even more astonished that no one has questioned them about their SU-30MKI purchases.

    If you are an independent nation which pays for its weapons no one can question you.

    In the same way, why is IAF buying SU-30, LCA and Mirage 2000 for? There is only ONE answer, they are meant to be used against Pakistan.

    Absolutely. That is why India is building them or paying for them with their own cash.

    They are not asking them as freebies in return for “arresting terrorists” :rolleyes:

    From what i know, the Dhruv won’t actually be part of the IDF/AF. In stead, the helo will be owned by IAI which will lease the Dhruv to the Israeli military. I personally see it more like a political/economical construction to help slap on some nice marketing slogans on the Dhruv than an actual need within the IDF for the ALH.

    Correct. IDF in general has few spare dollars to buy non American systems because of the terms of the American aid. But the word is that they do like the Dhruv and are prepared to lease a few.

    . and Elbardie is not credible person. he has lied several time about Egyptian nuclear program. Western press reports such things because of Pak ties to another important coutries to the east.. Pak has hundreds of Nuke facilities and most of them are decoys Most important Prof are from GIK institute Topi where i studied. I don’t think you have clue of that. :D.
