I think you really need to step back from this and get perspective. Are you really comparing Fallujah with Aleppo? Not even comparable. The circumstances were entirely different, the forces were entirely different, the methods were entirely different. Of cause we can. The rebels are not committed to the treaties like the legal government. Regular troops are bound to that or are no longer regular ones. Despite that the rebels have an intrest not to loose the support of the own population at first.

No you can’t, because if the rebels are shelling civilians in government held districts, the government have a duty to respond. And if the US and US aligned countries in the Middle East weren’t funnelling weapons to Sunni groups, this war would have stopped long ago.
