It’s the booster stage guidance system that’s the big difference b/w a rail launched missile and a VLS missile. Other than the boost sequence and the transition from the boost sequence to the mid-course sequence, not much is different from a VLS missile and a rail missile.
It is very possible that China could have funded a Russian effort to mod the Shtil into a VLS beast.
