Maybe it is due to production capabilities. PD-14 is also expected for Il-76.

I wonder if the Tu-22M3 could be used. It lacks range but the refuelling probe can be installed. It is available in numbers and it would certainly be cheaper than building all those Blackjacks.

The cash saved from the scrapping of the original MMRCA will not only be spent on LCA, but is likely to contribute to the US$5.5bn ‘R&D’ contract with Sukhoi for the FGFA. Rumour has it SAAB will provide consultancy for LCA mk2 (I can see this being extended for the AMCA), with probably Gripen NG being the fall back option for the mk.2.
If the plan is to buy 200 LCA I don’t see how much is left for other purposes you name. One of the original objetives of the MRCA was to access technology. Now that it has been cancelled, is it not needed any more? How are they going to replace it?

C919 is built with aluminium that is permanently delayed and built at expensive city like Shanghai.
the point is none of Chinese aviation products are export competitive to make it lower price for domestic market.
Back in the 80s they were producing MiG-21 derivatives, no airliners, and export market was 0. China has the resources and will to develop modern aircraft and they will get there.
But the 9.13 carries the Gardeniya ECM. I don’t remember where I read it, but supposedly it was next to useless (maybe due to interfering with on-board systems)?
I have never read that the Gardeniya was useless. When Russians pulled out of Moldova they removed these jammers from MiG-29 left there. If they were useless I don’t see the point.
The ECM kit which fits your description is the one installed in Tu-160, apparently it had many teething issues.
All series SMTs are de facto SMT-II (with FGM-129/N041R Zhuk-M2E radar), the original SMT-I was offered with N019MP Topaz Cassegrain-type radar.
All series SMT are based on 9.18 models. Original SMT-I/II were 9.17 versions. Avionics in 9.17 were modernised by Russkaya Avionika, while RPBK did the 9.18.
