Elta has a phased array MF-star radar on some IDF ships. perhaps that could be scaled up into a cheaper APAR for
the IN.

Elta Develops new Phased Array radar
for Naval Applications
Elta Systems Ltd., a subsidiary of IAI is developing a new multi-function radar for naval application, posed as a replacement of both surveillance and threat alert radars, currently supplied by the company for Israel’s navy vessels and international customers. The new system, dubbed Multi-Function Surveillance, Track & Guidance Radar (MF-STAR EL/M-2248) utilizes four static faces, mounted on an elevated wedge shape structure. Each face weigh approx. 1.5 tons, These lightweight flat antennae panels can be tailored to fit various shapes and ship designs.
The system can instantaneously create and direct multi-beam toward specific targets while continuing to scan the sky and sea for other targets. It uses Pulse-Doppler techniques, backed by beam-forming ECCM techniques, to overcome hostile countermeasures and rapidly extract tracks even in heavy clutter and from low signature targets.
With its Track While Scan (TWS) capability, the new system provides the simultaneous multi-engagement capability for the ship’s weapon systems. It offers 3D long range (>250 km) surveillance and 3D medium range (>25km missile detection range) automatic threat alert, for activation of the ship’s defensive systems. It also continuously scans the horizon for search after missiles, helicopters and other threats, which it can automatically classify.
The system provides very high tracking update rate and accuracy for priority targets and fast response to detected threat alerts. It also provides mid-course guidance for active or semi-active anti-aircraft missiles and illumination for semi-active guided missiles. Another feature is the splash detection capability, required for gunnery support.
This radar is currently under development, in anticipation for fielding with the Israel Navy next generation Saar 5+ corvette as well as with other modern vessels, planned for procurement or upgrading by foreign navies.
Elta has already implemented its static phased array radar technology in several programs, including the Phalcon airborne early warning (AEW) system, as well as the early warning radar for the Arrow missile interceptor system, and the rocket detection and guidance radar for the Tactical High Energy Laser program (THEL).

On a calm and azure Arabian Sea, three missiles came out of the clear blue sky targeting the Navy’s destroyer INS Mysore. But none of the anti-missile systems on board the battleship, including Israeli Barak missiles, were working.
In a last ditch effort to save the ship two gunners began firing their AK 630 guns capable of firing 5,000 bullets per minute, creating a virtual screen of bullets between the ship and the missiles. The bullets strike the oncoming missiles and destroy them.
The lack of preparedness of the anti-missile systems on board was merely for effect. For this was a demonstration of the prowess of the Navy’s western fleet, which has its origin in the Bombay Marines of the British and is the sword arm of the Navy, for the benefit of Defence Minister Pranab Mukherjee, some 50 nautical miles off the Mumbai coast on Tuesday.
Some of the best battleships of the Western Naval Command — destroyers like the INS Mysore, INS Delhi, Russian stealth frigates INS Trishul and INS Tabar, submarines, indigenous frigates INS Betwa and INS Brahamputra — as well as older Leander class frigates like INS Taragiri, INS Udayagiri and INS Vindhyagiri, tanker INS Aditya and the Navy’s Sea King, Sea Harrier and Kamov helicopters — participated in the day-long show at which Navy Chief Admiral Arun Prakash was also present.
In a display of skill, marine para-commandos demonstrated para-diving and the launching of on-board operations with helicopters. “Quick reaction time and rapid response while operating outside our territory provides a good deterrent to the enemy,” Flag Officer Commanding in Chief of Western Naval Command Vice Admiral Madanjit Singh told reporters.
An impressed defence minister promised that he would look into the Indian Navy’s two key problems — inadequate funding and red tape bottlenecks in allocated resources. “Replacement of ships is a constant exercise and will continue,” he said, adding that at the moment 20 ships were being built at various docks.
After networking key on-board instruments of all battleships of the western fleet, the Mumbai-based command is now in the process of creating a weapon grid under which each ship will be aware of the weapons situation on other ships in real time. “We have completed the first phase and the second phase is in progress,” Vice Admiral Madanjit Singh said.
Turning the tables
Mr Mukherjee, given no respite by a team of journalists since stepping on board the INS Mysore, decided to use the journalists’ methods against the hacks, UNI reports.
“Now all of you stand quietly and I will ask the questions,” the minister said, after being ushered onto the ceremonial dais from where he would take the salute of the flypast and steam-past by the helicopters and ships taking part in the special naval manoeuvres.
The minister was, however, kind to his often harsh interlocutors.
“How was your lunch?” Mr Mukherjee asked amidst laughter from the high-ranking naval officers and journalists alike. He was assured that it was excellent.
However, when somebody remarked that being on sea gave him a larger appetite, the minister observed that it was because the sea was calm. “If it had been the monsoon period, you would have neither enjoyed your stay or food very much,” he said.
Mr Mukherjee observed that the day’s exercises had been “simply fantastic”. “You may read or hear about them but seeing them yourself is a fantastic experience,” he said.

Nine dead in fresh clashes in Pakistani tribal area
ISN SECURITY WATCH (10/11/2004) – Three Pakistani soldiers and six tribesmen were killed and more than 28 injured in an overnight clash in the South Waziristan agency on Tuesday, as Pakistani security forces resumed military operations in the area after failed peace talks. Three civilians were also injured in the violence. In the intense fighting, Pakistani troops were forced to seek help from gunship helicopters. The US-made Cobra gunship helicopters targeted eight suspected militant hideouts. Military gunships targeted the house of a senior provincial government official in Kharazay, whose family had fled the area prior to the raid. The house was destroyed, but no casualties were reported. The armed forces operation also hit a mosque and a seminary. All roads leading into and out to the area have been closed, and security forces remain on high alert. Though the military has dubbed the operation a “success”, the country’s most-wanted militant, tribal commander Abdullah Mahsud, remains at large. On Wednesday, a fresh contingent of troops advanced further into the region to the Mahsud’s home village of Nano. Both Pakistani and US officials have said that Mahsud has been sheltered foreign militants in Nano. Pakistani Interior Minister Aftab Sherpao Ahmad Khan told ISN Security Watch that Afghanistan is responsible for failing to stop alien militants from infiltrating Pakistan and hampering the military operation. Though the military did not claim to arrest or kill any “foreign militants”, the official did say that “the alien terrorists, fully laden with explosive and other sophisticated weapons, were being assisted from across the border”. Meanwhile, US Deputy Secretary of State Richard Armitage left for Afghanistan on Wednesday after holding talks on the situation in Iraq, Afghanistan, and the “war on terror”. Armitage vowed increased cooperation with Pakistan in the “war on terror”. In another development, some unidentified gunmen shot dead three members of Sunni Tehreek in an incident of sectarian violence. The assailants opened fire on Sunni activists outside Allah Wali Mosque in Pakistan’s southern city of Karachi. Local police officer, Abdullah Shaikh, told television channels that it was an armed clash between two religious groups. No arrests had been made by the time of publication. the air and land border. equipped with the right gear it can function as the “eyes and ears” on a land border and a SIGINT command post also.
