It peaked during the good days of the late 2000s, but the US boom in oil and gas production is changing oil prices. Yeah actually oil prices have eased in the last few days when the chances of war are slimming down. Norwegians should know this, coz they should be really interested in it, being the one of the very few big European oil producers themselves :stupid:. Even Russia has halted exploration and development of several fields due to fear of oil price drops. They will resume when prices are stabilizing or when the current fields are low on output. But the last few leadership in Russia have tried diversifying the economy a lot.
Russia is not the Soviet Union which will throw all its Capital into Defence acquisitions. Growth has slowed down since Oil prices dropped. Hence lots of funding has to be earmarked towards diversifying the economy and the creation of the stabilization funds is just exactly for this purpose. Besides infrastructure needs revamping in large parts of the society unlike Western Europe where civil infrastructure, health care, etc have reached good standards. Indian funding even though not neccessary for the program to survive will help further development of and sustaining the Sukhoi R & D.
Soviets also had a border dispute with China and PLA attacked Soviet border forces. Dispute with every body Japan, India, Vietnam, Phillipines, etc .. Love thy neighbour. See US and Canada :dev2:

They have an actual land border with China and would not want to incur the wrath of those PLA armoured divisions sitting around doing not much, whilst the air-sea battle works itself out.
