It’s pretty calm now. Brazil is way more worried about Amazon, thousands of miles from Argentina. Much of the distrust between Argentina and Brazil has gone. Nowadays, there’s a lot economic integration between the two countries.
I don’t know much about Chile/Argertina relations in the recent past (there have been some border clashes in the 80s).
But one thing is sure: Argentinean economy is so bad that probably nobody there would even think about new purchases, mainly because there doesn’t seem to be any “urgent need for weapons”, as you said.

More about the (weird) Brazilian designation system for the units:
Primer was perfect in his explanation. A bit more:
1º/4º GAv means “1st squadron of the 4th group”. A group is something like a Wing, with a certain number of squadrons, but not necessarily in the same place.
Example:
1º/7º = 1st squadron, 7th group
2º/7º = 2nd squadron, 7th group
3º/7º = 3rd squadron, 7th group
4º/7º = 4th squadron, 7th group
These unit all operate P-95s Bandeirulhas, the Maritime Patrol version of the Bandeirante, and are located in 4 different airbases, thousands of miles aprt from each other.

FAB has four of them (2401, 2402, 2403 and 2404), all bought from Varig Airlines in the eighties, and converted by Boeing in Wichita.
One of them (2401) is also used as Presidential Airplane (whilst retaining its IFR capability), this one being known as “Sucatão” (“big junk”). :p

Its only advantage is size. It doesn’t have polyphonic ringtones or color display. My brother’s phone has these kinds of things, but don’t see much use in them. Like Steve said:
