soviet union, (not russia) did have a policy of exporting downgraded military equipment, the well known ‘M’ or monkey model.
however, consider the following facts, USSR arms exports were mostly paid by itself which is not true now. a full paying customer is likely to be more demanding, take a look at the algerians. Even India has in the past refused to accept items that had quality problems (talwar class frigate, tungushka).
moreover, the policy of exporting at one level lower than what your domestic forces have has to make sense in the larger strategic sphere. With India, Russia sees eye to eye on most topics and have no major point of potential conflict. they have no reason to withhold top quality arms if they good money in return other than a misplaced sense of pride. putin’s russia is nothing if not pragmatic.

true, but that is no observation on either russia’s MIC or RuAF. it is well known that conventional forces were not a priority for russia in that period and MIC was busy in keeping skills alive. even the Su-35 probably won’t have been developed if not for its export potential.
one can’t think of military in isolation from a country’s foreign policy and currently a large cutting edge conventional force is not a necessity for russia. they are no longer in an all out ideological war that made such a force necessary.
it’s a prudent policy decision, that’s all.
