You do know that the Chinese make up a large portion of the US R&D community? A decade ago I read that they make up something like over 20%. I’m sure it’s much larger today. So don’t think you place restrictions on a community that large in R&D. The US government was stupid enough to believe otherwise believing all scientists and engineers in the US are caucasions. That’s why when they tried to place restrictions on Chinese scientists at Los Alamos after the the Wen Ho Lee incident, they had to immediately repeal the new restrictions because they found out they needed them more than risk losing them to discrimination.
