The Phantom II uses a slotted or slatted horizontal fins on later models to improve its maneuverability. It was, like some have mentioned, designed to be a missile platform. With proper training and some creative engineering they overcame most of the major short comings.

I like the F-4 because it is truly unique in appearance and was extremely advanced for its time.
