Yes. That flag is under the horizontal stabilizer. It appears that there also was a Kenyan flag on the fin, over the Kampala Executive Aviation logo.
A good side view of the South Sudanese L-39. It’s owned by Kampala Executive Aviation- their logo is on the port fin in the close-up with the Hungarian pilot posted earlier. And if you zoom in on the second image below it appears that there may have also been a Kenyan flag in the same location!

A couple of extremely interesting profiles, from the web site http://aeropinakes.com/wordpress/category/firmas. At first I questioned the authenticity of these, but in view of all of the other profiles on the site, which look to be very authentic, well- maybe these two are indeed valid as well! A Siamese Nieuport IV with an unusual fuselage insignia, and a REAL rarity- the only combat aircraft of the Moroccan Rif air force: a Dorand A.R.2!
