I would read the report first but it certainly challenges some of the missconceptions over thrust vectoring and its affect on manouvreability. Basically it makes no difference unless the aircraft is in the post stall regieme. On top of that the report concludes that high off bore site missiles and helmet mounted sights are a far better solution.
