The An-70 was meant as a replacement for the An-12, not the Il-76. In any case, chances are it will be acquired anyway so your sparring will be for nothing.
India has a security relationship with Israel on top of a fairly strong Israeli lobby. Technical characteristics of weapons (as is widely known) are not the only consideration when buying weapons.
